Committee Chair Walker called the meeting to order at 8:05 a.m.
Approval of Minutes
MOTION: Sen. VanTassell moved to approve the minutes of January 19, 2007.
The motion passed unanimously with Sen. Jenkins absent for the vote.
1. S.B. 106 Motor Vehicle Business Fee Amendments (L. Hillyard)
Sen. Hillyard presented the bill and the following amendments were distributed:
1. Page 1, Line 24 :

This bill takes effect on July 1, 2007.
2. Page 3, Line 82 :
82 registration certificates -- Dedicated credits -- Use of fees.
Section 4. Effective date.
This bill takes effect on July 1, 2007.
MOTION: Sen. VanTassell moved to adopt the amendments.
The motion passed unanimously with Sen. Jenkins absent for the vote.
D'Arcy Dixon Pignanelli, Tax Commissioner, Utah State Tax Commission, spoke in support of the bill.
MOTION: Sen. VanTassell moved to pass the bill out favorably as amended.
The motion passed unanimously with Sen. Jenkins absent for the vote.
2. H.B. 22 Motor Vehicles Code Revisions (J. Dunnigan)
Rep. Dunnigan explained the bill and the following amendment was distributed:
1. Page 5a, Lines 151i through 151k
House Floor Amendments
1-16-2007 :
151i H. (b) A court may waive up to $300 of the fine charged to the owner of a motor vehicle
151j under Subsection (1)(a)(i) if the owner demonstrates that owner's or operator's security required
151k under Section 41-12a-301 was obtained subsequent to the violation
but before
sentencing

MOTION: Sen. VanTassell moved to adopt the amendment.
The motion passed unanimously with Sen. Jenkins absent for the vote.
Kim Gibb, Bureau Chief, Driver License Division, spoke in support of the bill.
MOTION: Sen. VanTassell moved to pass the bill out favorably as amended.
The motion passed unanimously with Sen. Jenkins absent for the vote.
3. S.B. 120 Vehicle Towing Requirements (B. Goodfellow)
lst Sub. S.B.120 was distributed.
MOTION: Sen. VanTassell moved to delete in title and body lst Sub. S.B.120, and adopt 1st Sub. S.B.120.
The motion passed unanimously with Sen. Jenkins absent for the vote.
Sen. Goodfellow explained the bill and answered questions from the committee.
MOTION: Sen. VanTassell moved to pass the bill out favorably.
The motion passed unanimously.
Chair Walker announced that S.B.12 would not be considered today.
MOTION: Sen. Jenkins moved to adjourn.
The motion passed unanimously at 8:25 a.m.
