Committee Chair Walker called the meeting to order at 8:08 a.m.

Approval of Minutes

    MOTION:
Sen. VanTassell moved to approve the minutes of February 6, 2007.

    The motion passed unanimously with Sen. Dmitrich absent for the vote.

1.     S.B. 79 Local Community Rail Security Act (E. Mayne)

    
Sen. Mayne explained the bill.

    Jeff Worthington, Brotherhood of Locomotive Engineers and Trainmen, and Ken Wallentine,     Chief of Law Enforcement, Utah Attorney General's Office, spoke in support of the bill.
    
    Clair Williams, attorney, Union Pacific Railroad, spoke in opposition to the bill and     answered questions from the committee.

     MOTION: Sen. Killpack moved to go to the next item on the agenda.




     SUBSTITUTE MOTION: Sen. Mayne moved that the bill be referred to interim study.

    The motion passed unanimously.

2.    H.B. 108 Transportation Studies (R. Bigelow)

    
Rep. Bigelow explained the bill and suggested that the bill be considered without the     amendments made in the house.

     MOTION: Sen. Mayne moved to pass the bill out favorably and direct staff to prepare a.
    substitute bill.

    The motion passed unanimously.

3.    H.B. 227 Motorboat Liability Insurance Revisions (K. Gibson)

    Rep. Gibson explained the bill.

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Killpack absent for the vote.

     MOTION: Sen. VanTassell moved to adjourn.

    The motion passed unanimously at 9:16 a.m. with Sen. Killpack absent for the vote.
