Committee Chair Walker called the meeting to order at 9:04 a.m.

Approval of Minutes

    MOTION:
Sen. VanTassell moved to approve the minutes of February 8 , 2007.

    The motion passed unanimously with Sen. Killpack absent for the vote.

1.     S.B. 268 Rural Broadband Service Fund (J. Hickman)



    
Sen. Hickman explained the bill.

    Jerry Fenn, President, Qwest Communications, State of Utah, further clarified the bill and     answered questions from the committee.

     MOTION: Sen. Dmitrich moved to pass the bill out favorably.

    The motion passed with Sen. Jenkins voting in opposition.

2.    H.B. 110 State Fleet Efficiency Requirements (F. Hunsker)

    Rep. Hunsaker explained the bill.

    Margaret Chambers, Director, State Fleet Operations, further clarified and spoke in support     of the bill.

     MOTION: Sen. Dmitrich moved to pass the bill out favorably.

    The motion passed unanimously.

3.    H.B. 52 Driver License Fee Amendments (B. Daw)

    
Rep. Daw explained the bill.

    Nannette Rolfe, Director, Driver License Division, and Rolayne Fairclough, AAA Utah,     spoke in support of the bill.

    Leslie Gertsch, Chair, Legislative Committee, People with Disabilities, expressed concerns     with the bill.

    Jill Laws, Bureau Chief, Driver License Division, spoke in support of the bill and answered     questions from the committee.

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed unanimously.

4.    S.B. 235 Public Utilities Amendments (G. Bell)

    
Sen. Bell explained the bill.    

    


    Mark Moench, Senior Vice President and General Counsel, Rocky Mountain Power, spoke     in support of and further clarified the bill.

     MOTION: Sen. VanTassell moved to amend the bill.

    The motion was withdrawn.

    Michelle Beck, Director, Division of Consumer Services, and Shelly Cordon Tuescher, LS     Power, Director of Government Relations, Parsons Behle & Latimer, expressed concerns     with the bill.

     MOTION: Sen. Killpack moved to pass the bill out favorably.

    The motion passed unanimously.

     MOTION: Sen. VanTassell moved to adjourn.

    The motion passed unanimously at 9:58 a.m.
