8 General Description:
9 This bill creates the Equalization Task Force.
10 Highlighted Provisions:
11 This bill:
12 . creates the Equalization Task Force, providing for membership and compensation
13 of members; and
14 . designates the duties of the task force and requires the task force to report to the
15 Education Interim Committee.

24 Be it enacted by the Legislature of the state of Utah:
25 Section 1. Equalization Task Force -- Creation -- Membership -- Interim rules
26 followed -- Compensation -- Staff.
27 (1) There is created the Equalization Task Force consisting of the following
27a H. [
28 members:
29 (a) seven members of the Senate appointed by the president of the Senate, no more
30 than five of whom may be from the same political party; and
31 (b) H. [
31a speaker of the
32 House of Representatives, no more than H. [
32a party.
33 (2) (a) The president of the Senate shall designate a member of the Senate appointed
34 under Subsection (1)(a) as a cochair of the task force.
35 (b) The speaker of the House of Representatives shall designate a member of the House
36 of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
37 (3) In conducting its business, the task force shall comply with the rules of legislative
38 interim committees.
39 (4) Salaries and expenses of the members of the task force shall be paid in accordance
40 with Section 36-2-2 and Legislative Joint Rule 15.03.
41 (5) The Office of Legislative Research and General Counsel and the Office of the
42 Legislative Fiscal Analyst shall provide staff support to the task force.
43 Section 2. Duties -- Interim report.
44 (1) The task force shall review and make recommendations on the following issues:
45 (a) methods to provide equalization of capital funding on a statewide or countywide
46 basis; and
47 (b) other issues related to equalization of capital funding.
48 (2) The task force may meet up to eight times on or before December 10, 2007.
49 (3) A final report, including any proposed legislation shall be presented to the
50 Executive Appropriations Committee on or before December 19, 2007.
51 Section 3. Effective date.
52 If approved by two-thirds of all the members elected to each house, this bill takes effect
53 upon approval by the governor, or the day following the constitutional time limit of Utah
54 Constitution Article VII, Section 8, without the governor's signature, or in the case of a veto,
55 the date of veto override.
56 Section 4. Repeal date.
57 This bill is repealed on December 31, 2007.
