8 LONG TITLE
9 General Description:
10 This bill creates a program to provide additional compensation for teachers who obtain
11 National Board certification.
12 Highlighted Provisions:
13 This bill:
14 . directs the State Board of Education to establish a program for school districts and
15 charter schools to provide additional compensation for teachers who obtain National
16 Board certification;
17 . H. [ requires ] allows .H school districts and charter schools to provide matching funds
17a to qualify for
18 the program; and
19 . specifies how program monies may be used.

21 This bill appropriates:
22 . as an ongoing appropriation subject to future budget constraints, $275,000 from the
23 Uniform School Fund for fiscal year 2008-09 to the State Board of Education.

25 This bill takes effect on July 1, 2008.

30 Be it enacted by the Legislature of the state of Utah:
31 Section 1. Section 53A-6-113 is enacted to read:
32 53A-6-113. Additional teacher compensation -- National Board certification.
33 (1) As used in this section:
34 (a) "Licensed teacher" means a teacher who holds:
35 (i) a level 1, level 2, or level 3 license; and
36 (ii) the endorsements required by board rule for the teacher's assignments.
37 (b) "National Board certification" means a current certificate issued by the National
38 Board for Professional Teaching Standards.
39 (2) A program is created to provide additional compensation to licensed teachers who
40 obtain National Board certification.
41 (3) The State Board of Education shall give grants to school districts and charter
42 schools for the purpose stated in Subsection (2) from monies appropriated by the Legislature
43 for that purpose.
44 (4) H. [ To participate in the program, a ] A .H school district or charter school

45 matching funds for the program in an amount equal to the state program monies provided to
46 that school district or charter school.
47 (5) The State Board of Education shall distribute money appropriated by the
48 Legislature to school districts and charter schools to pay $1,500 for additional compensation
49 for teachers who obtain National Board certification H. [ , subject to the additional $1,500 local
50 match ] .H .
51 (6) School district or charter school participation in the program is voluntary and shall
52 be determined by the local school board or charter school board.
53 (7) The State Board of Education may make rules in accordance with Title 63, Chapter
54 46a, Utah Administrative Rulemaking Act, to administer this section.
55 Section 2. Appropriation.
56 As an ongoing appropriation subject to future budget constraints, there is appropriated
57 from the Uniform School Fund for fiscal year 2008-09, $275,000 to the State Board of
58 Education to fund additional compensation for teachers with National Board certification.

59 Section 3. Effective date.
60 This bill takes effect on July 1, 2008.
