13 LONG TITLE
14 General Description:
15 This bill establishes state supplemental funding for Head Start programs in Utah.
16 Highlighted Provisions:
17 This bill:
18 . appropriates money to the State Board of Education; and
19 . directs the board to provide:
20 . grants to local public and private non-profit and for-profit agencies to provide
21 school readiness services to economically disadvantaged children and families in
22 accordance with federal Head Start program performance standards; and
23 . supplemental funding to Head Start programs in Utah that are currently funded
24 by the federal government.
25 Monies Appropriated in this Bill:
26 This bill appropriates:
27 . as an ongoing appropriation subject to future budget constraints, $100,000 from the
28 Uniform School Fund for fiscal year 2008-09 to the State Board of Education.
29 Other Special Clauses:
30 This bill takes effect on July 1, 2008.

34 Be it enacted by the Legislature of the state of Utah:
35 Section 1. Appropriation.
36 (1) As an ongoing appropriation subject to future budget constraints, there is
37 appropriated from the Uniform School Fund for fiscal year 2008-09, $100,000 to the State
38 Board of Education.
39 (2) It is the intent of the Legislature that the appropriation under Subsection (1) shall
40 be:
41 (a) used to provide grants to local public and private non-profit and for-profit agencies
42 that:
43 (i) provide comprehensive child development services to economically disadvantaged
44 children and families, with a special focus on early childhood education and school readiness;
45 and
46 (ii) comply with program performance standards as provided in:
47 (A) the federal Head Start Act, as amended, 42 U.S.C. 9801 et seq.; and
48 (B) regulations that govern the activities of the Head Start program, 45 C.F.R. Parts
49 1301 through 1311;
50 (b) supplemental funding to Head Start programs in Utah that are currently funded by
51 the federal government; and
52 (c) distributed to agencies at a per child rate based on a statewide average of the federal
53 per child rate, resulting in additional children receiving the comprehensive child development
54 services.
55 Section 2. Effective date.
56 This bill takes effect on July 1, 2008.
