10 General Description:
11 This bill creates a procedure to reinstate the license of an educator whose license has
12 expired.
13 Highlighted Provisions:
14 This bill:
15 . provides for the reinstatement of an educator's license subject to:
16 . payment of a licensing fee;
17 . successful completion of a criminal background check; and
18 . verification that the applicant's previous license had not been revoked,
19 suspended, or surrendered; and
20 . requires the principal of a school at which an educator whose license is reinstated is
21 employed to create, in consultation with the educator, a professional development
22 plan for the educator.

31 Be it enacted by the Legislature of the state of Utah:
32 Section 1. Section 53A-6-104.1 is enacted to read:
33 53A-6-104.1. Reinstatement of a license.
34 (1) An educator who previously held a license and whose license has expired may have
35 the license reinstated by:
36 (a) filing an application with the board on the form prescribed by the board;
37 (b) paying the fee required by Section 53A-6-105 ; and
38 (c) submitting to a criminal background check as required by Section 53A-6-401 .
39 (2) Upon successful completion of the criminal background check and verification that
40 the applicant's previous license had not been revoked, suspended, or surrendered, the board
41 shall reinstate the license.
42 (3) The principal of the school at which an educator whose license is reinstated is
43 employed shall:
44 (a) create, in consultation with the educator, a professional development plan for the
45 educator to provide information and training that will assist the educator in performing the
46 educator's assigned position;
47 (b) design the professional development plan based on the educator's experience,
48 education, and assigned position; and
49 (c) provide classes, coaching, mentoring, or other interventions to the educator for
50 completion of the professional development plan.
51 (4) The procedures for reinstating a license as provided in this section do not apply to
52 an educator's license that expires while the educator is employed in a position requiring the
53 license.
