             7      LONG TITLE
             8      General Description:
             9          This bill establishes a materials center under the direction of the State Board of
             10      Education.
             11      Highlighted Provisions:
             12          This bill:
             13          .    establishes a materials center under the direction of the State Board of Education;
             14          .    requires the materials center to:
             15              .    develop and create original materials and gather available materials; and
             16              .    make the materials available on-line for school districts, charter schools,
             17      schools, and educators;
             18          .    allows the materials center to use the state printing contract to print materials; and
             19          .    sets priorities for the materials center.
             20      Monies Appropriated in this Bill:
             21          This bill appropriates as an ongoing appropriation subject to future budget constraints,
             22      $1,400,000 from the Education Fund for fiscal year 2008-09 to the State Board of Education.
             23      Other Special Clauses:
             24          This bill takes effect on July 1, 2008.

             26      ENACTS:
             27          53A-1-304, Utah Code Annotated 1953

             29      Be it enacted by the Legislature of the state of Utah:
             30          Section 1. Section 53A-1-304 is enacted to read:
             31          53A-1-304. Materials center.
             32          (1) The State Board of Education shall establish a materials center.
             33          (2) The materials center shall:
             34          (a) develop and create original materials and gather available materials that support and
             35      enhance the instruction of the core curriculum in the state's public schools, including:
             36          (i) workbooks and worksheets; and
             37          (ii) textbooks; and
             38          (b) make the materials described under Subsection (2)(a) available on-line for school
             39      districts, charter schools, schools, and educators.
             40          (3) The materials center may:
             41          (a) use the state printing contract to print materials described under Subsection (2)(a);
             42          (b) distribute materials to school districts, charter schools, schools, and educators;
             43          (c) charge reasonable costs for printed materials; and
             44          (d) seek input from school districts, charter schools, educators, and parents regarding
             45      the development of materials.
             46          (4) (a) The first priority of the materials center shall be the development of materials
             47      for kindergarten through grade three.
             48          (b) The second priority of the materials center shall be the development of materials for
             49      grades four through six.
             50          Section 2. Appropriation.
             51          As an ongoing appropriation subject to future budget constraints, there is appropriated
             52      from the Education Fund for fiscal year 2008-09, $1,400,000 to the State Board of Education to
             53      fund the establishment of a materials center in accordance with the provisions of Section
             54      53A-1-304 .
             55          Section 3. Effective date.
             56          This bill takes effect on July 1, 2008.
