LONG TITLE

General Description:

This bill supplements or reduces appropriations previously provided for the use and
10
operation of state government for the fiscal year beginning July 1, 2007 and ending June 30, 2008.

Highlighted Provisions:

This bill:

. provides budget increases and decreases for the use and support of certain state agencies;

. provides budget increases and decreases for the use and support of certain institutions of

higher education;

. provides budget increases and decreases for other purposes as described;

. provides intent language.

Monies Appropriated in this Bill:

This bill appropriates for fiscal year 2008:

. $56,541,700 from the General Fund;

. $2,401,500 from the Uniform School Fund;

Be it enacted by the Legislature of the state of Utah:

Section 1. Under the terms and conditions of Section 63-38-3, the following sums of money

are appropriated from resources not otherwise appropriated, or reduced from amounts previously
32 appropriated, out of the funds or fund accounts indicated for the use and support of the government
33 of the State of Utah for the fiscal year beginning July 1, 2007 and ending June 30, 2008. These are
34 additions to amounts previously appropriated for fiscal year 2008.

101 Under terms of UCA 63-38-8.1(3), the Legislature intends
102 not to lapse up to $20,000 provided by Item 38, Chapter 1, or
103 Item 36, Chapter 371, Laws of Utah 2007. Expenditure of
104 these funds is limited to: Digitizing and microfilming
105 significant historical documents generated by former Utah
106 legislators and governors for preservation and access.
107 Under terms of UCA 63-38-8.1(3), the Legislature intends
108 not to lapse up to $133,000 provided by Item 36, Chapter 371,
109 Laws of Utah 2007 for regional repository projects and support
110 grants. Expenditure of these funds is limited primarily to
111 governmental entities to fund projects and regional repository
112 support, but may also be used for non-governmental entities.
113 The Legislature intends that no more than 25% of the total
114 grants awarded for any given year be used for
115 non-governmental entities.

611 The Legislature intends to clarify Item 1of Chapter 6 Laws
612 of Utah Third Special Session 2006. The Legislature intends
613 that the portion used for corridor preservation be placed in the
614 Transportation Corridor Preservation Revolving Loan Fund
615 and the match portion for local governments be non-lapsing.
616 The Legislature also intends that the match portion for local
617 governments is intended to match funds expended on current
618 and future state roads. The Legislature also intends that the
619 match portion for local governments be available for a two
620 year period from the date the local option transportation
621 corridor preservation fee was initially imposed. Any
622 unexpended local matching funds revert to the Transportation
623 Corridor Preservation Revolving Loan Fund.
624 The Legislature intends to clarify uses of the funding
625 provided in item 142 of Chapter 383 Laws of Utah General
626 Session 2007. Of the $100,000,000 one time appropriation
627 from the General Fund $30,000,000 is to be used for corridor
628 preservation with $16,000,000 placed in the Transportation
629 Corridor Preservation Revolving Loan Fund and the remaining
630 $14,000,000 is to be used as a match for local governments.
631 The Legislature also intends that the $14,000,000 be
632 non-lapsing and be expended only on current and future state
633 roads. The Legislature intends that the match portion for local
634 governments be available for a two year period from the date
635 the local option transportation corridor preservation fee was
636 initially imposed. Any unexpended local matching funds
637 revert to the Transportation Corridor Preservation Revolving
638 Loan Fund.
