8 LONG TITLE
9 General Description:
10 This bill modifies provisions of the Statewide Rural Boards and Committees chapter of
11 the State Commissions and Councils Code regarding the membership of the Governor's
12 Rural Partnership Board and the Rural Coordinating Committee.
13 Highlighted Provisions:
14 This bill:
15 . increases the membership of the Governor's Rural Partnership Board from 11 to 15
16 members to include a rural representative of agriculture, a rural representative of the
17 travel industry, a representative of rural utilities, and a representative from the oil,
18 gas, or mineral extraction industry;
19 . provides that the chair, rather than the director, of the Utah Rural Development
20 Council is a member of the Rural Coordinating Committee; and
21 . makes certain technical changes.

31 Be it enacted by the Legislature of the state of Utah:
32 Section 1. Section 63C-10-102 is amended to read:
33 63C-10-102. Governor's Rural Partnership Board -- Creation -- Membership --
34 Vacancies -- Chairs -- Expenses.
35 (1) There is created the Governor's Rural Partnership Board composed of [
36 members as follows:
37 (a) the governor or the governor's designee;
38 (b) a rural member of the Utah Association of Counties' Board of Directors, appointed
39 by the association's board;
40 (c) a rural member of the Utah League of Cities and Towns' Board of Directors,
41 appointed by the league's board;
42 (d) the vice president of Utah State University's Extension Services or the vice
43 president's designee;
44 (e) the president of Southern Utah University or the president's designee;
45 (f) the chair of the Utah Rural Development Council; [
46 (g) a rural representative of agriculture;
47 (h) a rural representative of the travel industry;
48 (i) a representative of rural utilities;
49 (j) a representative from the oil, gas, or mineral extraction industry; and
50 [
51 representative from a rural private business.
52 (2) (a) Except as required by Subsection (2)(b), board members identified in
53 Subsections (1)(b), (c), [
54 (b) Notwithstanding the requirements of Subsection (2)(a), the governor shall, at the
55 time of appointment or reappointment for members appointed under Subsection (1)[
56 adjust the length of terms to ensure that the terms of these members are staggered so that
57 approximately half of these five members are appointed every two years.
58 (c) When a vacancy occurs in the membership for any reason, the replacement shall be
59 appointed for the unexpired term in the same manner as the vacated member was chosen.
60 (d) Once initial board appointments are made pursuant to Subsection (1)[
61 recommendations for filling vacancies for any reason of those five board positions shall be
62 made to the governor from a nominating committee consisting of:
63 (i) three individuals selected by the Steering Committee of the Rural Coordinating
64 Committee; and
65 (ii) three individuals selected by the Governor's Rural Partnership Board from the Utah
66 Rural Development Council membership.
67 (3) (a) The governor or the governor's designee shall serve as cochair of the board.
68 (b) The chair of the Utah Rural Development Council shall serve as cochair of the
69 board.
70 (4) The board shall meet at the call of the cochairs, but at least semiannually.
71 (5) (a) A majority of the members of the board constitute a quorum.
72 (b) The action of a majority of a quorum constitutes the action of the board.
73 (6) Members receive no compensation or benefits for their services on the board, but
74 may receive per diem and expenses incurred in the performance of the member's official duties
75 at the rates established by the Division of Finance under Sections 63A-3-106 and 63A-3-107 .
76 Section 2. Section 63C-10-201 is amended to read:
77 63C-10-201. Rural Coordinating Committee -- Creation -- Membership -- Chair
78 -- Vacancies -- Quorum -- Expenses.
79 (1) There is created the Rural Coordinating Committee consisting of the following 13
80 members:
81 (a) the [
82 (b) the vice president for Utah State University Extension Services or the vice
83 president's designee;
84 (c) the director of the Utah Rural Development Council;
85 (d) the director of the Utah Center for Rural Life;
86 (e) the executive director of the Utah Association of Counties or the executive
87 director's designee;
88 (f) the executive director of the Utah League of Cities and Towns or the executive
89 director's designee;
90 (g) a director of a rural Association of Counties or the director's designee;
91 (h) a representative from the Department of Natural Resources appointed by the
92 department;
93 (i) a representative from the Department of Agriculture and Food appointed by the
94 department;
95 (j) the State Planning Coordinator;
96 (k) a representative from the Department of Workforce Services appointed by the
97 department;
98 (l) a member of the State Board of Education, appointed by the board; and
99 (m) a member of the State Board of Regents, appointed by the board.
100 (2) (a) The director of the Office of Rural Development shall serve as committee
101 cochair.
102 (b) The committee shall elect one of its other members to serve as cochair for a
103 two-year term.
104 (3) (a) A member who is not serving ex officio shall be appointed for a four-year term
105 and may be reappointed to subsequent terms.
106 (b) When a vacancy occurs in the membership of those appointed to four-year terms
107 under Subsection (3)(a), the replacement shall be appointed for the unexpired term.
108 (4) The committee shall meet at the call of the chairs, but at least once a year.
109 (5) (a) A majority of the members of the committee constitute a quorum.
110 (b) The action of a majority of a quorum constitutes the action of the committee.
111 (6) Committee members receive no compensation for their service on the committee.
