7 LONG TITLE
8 General Description:
9 This bill creates the Property Tax Committee.
10 Highlighted Provisions:
11 This bill:
12 . provides for the appointment of members and cochairs of the committee;
13 . provides procedures and requirements for the operation of the committee;
14 . provides for the payment of salaries and expenses of committee members;
15 . provides that the Office of Legislative Research and General Counsel shall provide
16 staff support to the committee;
17 . prescribes the scope of the committee's study; and
18 . requires the committee to make a report to the Revenue and Taxation Interim
19 Committee.
20 Monies Appropriated in this Bill:
21 This bill appropriates:
22 . $8,500 to the Senate;
23 . $14,500 to the House of Representatives; and
24 . $50,000 to the Office of Legislative Research and General Counsel.
25 Other Special Clauses:
26 This bill provides an immediate effective date.
27 This bill is repealed on November 30, 2008.

31 Be it enacted by the Legislature of the state of Utah:
32 Section 1. Property Tax -- Creation -- Membership -- Interim rules followed --
33 Compensation -- Staff.
34 (1) There is created the Property Tax Committee consisting of the following 11
35 members:
36 (a) four members of the Senate appointed by the president of the Senate, no more than
37 three of whom may be from the same political party; and
38 (b) seven members of the House of Representatives appointed by the speaker of the
39 House of Representatives, no more than five of whom may be from the same political party.
40 (2) (a) The president of the Senate shall designate a member of the Senate appointed
41 under Subsection (1)(a) as a cochair of the committee.
42 (b) The speaker of the House of Representatives shall designate a member of the House
43 of Representatives appointed under Subsection (1)(b) as a cochair of the committee.
44 (3) In conducting its business, the committee shall comply with the rules of legislative
45 interim committees.
46 (4) Salaries and expenses of the members of the committee shall be paid in accordance
47 with Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 3, Expense and Mileage
48 Reimbursement for Authorized Legislative Meetings, Special Sessions, and Veto Override
49 Sessions.
50 (5) The Office of Legislative Research and General Counsel shall provide staff support
51 to the committee.
52 Section 2. Duties -- Interim report.
53 (1) The committee shall review and make recommendations related to the state's
54 property tax system.
55 (2) In conducting its study, the committee may seek the assistance of the Utah State
56 Tax Commission, Utah Tax Review Commission, and local government officials responsible
57 for property tax administration.
58 (3) A final report, including any proposed legislation shall be presented to the Revenue
59 and Taxation Interim Committee before November 30, 2008.
60 Section 3. Appropriation.
61 There is appropriated from the General Fund for fiscal year 2008 only:
62 (1) $8,500 to the Senate to pay for the compensation and expenses of senators on the
63 committee;
64 (2) $14,500 to the House of Representatives to pay for the compensation and expenses
65 of representatives on the committee; and
66 (3) $50,000 to the Office of Legislative Research and General Counsel to pay for
67 staffing the committee.
68 Section 4. Effective date.
69 If approved by two-thirds of all the members elected to each house, this bill takes effect
70 upon approval by the governor, or the day following the constitutional time limit of Utah
71 Constitution Article VII, Section 8, without the governor's signature, or in the case of a veto,
72 the date of veto override.
73 Section 5. Repeal date.
74 This bill is repealed on November 30, 2008.
