Rep. Lockhart called the meeting to order at 8:13 a.m.

H.B. 270    Utah Science Technology and Research Initiative Centers (Rep. R. Bigelow)

Rep. Bigelow introduced the bill which creates an optional grant program that extends the contract year for math and science teachers.

Rep. Holdaway assumed the chair.
Rep. Hughes, Chair, assumed the chair.

The following spoke in support of the bill:
    Larry Shumway, Utah State Board of Education
    Steve Peterson, Utah School Boards Association
    Susan Kusiak, Utah Education Association, spoke in support of the bill noting the     bill benefits both students and teachers.

Larry Madden, Salt Lake School District, commented on the bill.



MOTION:     Rep. Last moved to pass the bill out with a favorable motion.

SUBSTITUTE MOTION:    Rep. Holdaway moved to amend the bill as follows:

1.     Page 3, Line 78:    After "provide:" add ": (i)"

2.    Page 3, Line 79:    After "teachers" delete the period and insert": (ii) contracts with higher education faculty and graduate students."

The motion failed with Rep. Holdaway, Rep. Shurtliff, Rep. Moss and Rep. Gowans voting in favor and Rep. Lockart and Rep. Wheatley absent for the vote.

A vote was taken on Rep. Last's motion. The motion passed unanimously with Rep. Lockart and Rep. Wheatley absent for the vote.

MOTION:    Rep. Newbold moved to approve the minutes of January 22, 2008. The motion passed unanimously with Rep. Lockhart and Rep. Wheatley absent for the vote.

H.B. 120    Education Printing Office (Rep. R. Bigelow)

Rep. Bigelow introduced the bill which establishes a materials center under the direction of the State Board of Education.

MOTION:    Rep. Frank moved to delete in title and body H.B. 120 and adopt 1st Substitute H.B. 120. The motion passed unanimously with Rep. Lockhart and Rep. Wheatley absent for the vote.

MOTION:    Rep. Holdaway moved to move to the next item on the agenda. The motion passed with Rep. Gowans and Rep. Lockhart voting in favor of the motion and Rep. Last and Rep. Anderson absent for the motion.

MOTION:    Rep. Newbold moved to move H.J.R. 4 to the next item on the agenda. The motion passed unanimously with Rep. Last absent for the vote.

H.J.R. 4    Joint Resolution Urging School Closings to Recognize Veterans Day (Rep. C.             Wimmer

Rep. Wimmer introduced the resolution which urges the closing of public schools on Veterans Days.

MOTION:    Rep. Newbold moved to amend the bill as follows:



1.    Page 2, Line 40:    After "Education" insert "and each individual school district". The motion passed unanimously with Rep. Last absent for the vote.

The following spoke in support of the bill:
            Mike Leavitt, history teacher
            Jeff Nielsen, Riverton High student
            Cassie Huff, Riverton High student
            
Steve Norton, Cache County Superintendent, stated the Utah School Superintendents Association is in opposition to the resolution because the decision should be left to each individual school district. He noted that Cache County schools honor Veterans Day each year.

MOTION:    Rep. Sumison moved to pass the resolution out with a favorable motion. The motion passed with Rep. Holdaway, Rep. Gowans, and Rep. Shurtliff voting in opposition.

H.B. 67    Extended Year for Special Educators (Rep. R. Menlove)

Rep. Menlove introduced the bill which provides stipends for special educators for additional days of work.

MOTION:    Rep. Lockhart moved to pass the bill out with a favorable motion. The motion passed unanimously with Rep. Last absent for the motion.

Rep. Shurtliff moved to adjourn. The motion passed unanimously.

The meeting adjourned at 9:56 a.m.
