Representative Fowlke called the meeting to order at 2:06 p.m.

MOTION:    Rep. Biskupski moved to approve the minutes of the February 11, 2008 meeting. The motion passed unanimously with Rep. Allen, Rep. Hutchings, and Rep. McIff absent for the vote.


H.B. 169    Custody Evaluation and Parent Coordination (Rep. T. Cosgrove)

MOTION:    Rep. Biskupski moved to delete in title and body H.B. 169 and replace it with 1st Substitute H.B. 169. The motion passed unanimously with Rep. Allen, Rep. Hutchings, and Rep. McIff absent for the vote.

Rep. Cosgrove explained 1st Substitute H.B. 169 to the committee, assisted by Ellen Lechtenberg, who testified regarding the issues in this bill.

MOTION:    Rep. Grover moved to proceed to the next item on the agenda.

SUBSTITUTE
MOTION:    Rep. Biskupski moved to proceed to the next agenda item and place 1st Substitute H.B. 169 on the next agenda. The motion passed with Rep. Fowlke voting in opposition to the motion. Rep. Hutchings and Rep. Wheatley were absent for the vote.


S.B. 150    Criminal Penalties Revisions (Sen. S. Jenkins)

Sen. Hillyard explained S.B. 150 to the committee, assisted by Creighton Horton, Attorney General's Office.

MOTION:    Rep. Johnson moved to pass the bill out with a favorable recommendation. The motion passed unanimously with Rep. Biskupski and Rep. Hutchings absent for the vote.

MOTION:    Rep. Webb moved to place S.B. 150 on the Consent Calendar. The motion passed unanimously with Rep. Biskupski and Rep. Hutchings absent for the vote.


S.B. 155    Punitive Damages Amendments (Sen. L. Hillyard)

MOTION:    Rep. Aagard moved to delete in title and body S.B. 155 and replace it with 1st Substitute S.B. 155. The motion passed unanimously with Rep. Bird, Rep. Biskupski, and Rep. Hutchings absent for the vote.

Sen. Hillyard explained 1st Substitute S.B. 155 to the committee.

MOTION:    Rep. Allen moved to pass 1st Substitute S.B. 155 out with a favorable recommendation. The motion passed unanimously with Rep. Hutchings absent for the vote.


S.B. 139    Utah Antitrust Act Amendments (Sen. L. Hillyard)

Sen. Hillyard explained S.B. 139 to the committee.



MOTION:    Rep. Allen moved to pass the bill out with a favorable recommendation. The motion passed unanimously with Rep. Hutchings absent for the vote.

MOTION:    Rep. Allen moved to place S.B. 139 on the Consent Calendar. The motion passed unanimously with Rep. Hutchings absent for the vote.


S.B. 122    Uniform Adult Guardianship and Protective Proceedings Jurisdiction Act (Sen. L. Hillyard)

Sen. Hillyard explained S.B. 122 to the committee.

MOTION:    Rep. McGee moved to pass the bill out with a favorable recommendation. The motion passed unanimously with Rep. Hutchings absent for the vote.


MOTION:    Rep. Johnson moved to adjourn the meeting. The motion passed unanimously with Rep. Hutchings absent for the vote.
