Representative Aagard called the meeting to order at 4:26 p.m.

MOTION:    Rep. Biskupski moved to approve the minutes of the February 15, 2008 and the February 18, 2008 meetings. The motion passed unanimously with Rep. Allen absent for the vote.

S.B. 105    Judicial Performance Evaluation Commission (Sen. D. C. Buttars)

MOTION:    Rep. Hutchings moved to delete in title and body S.B. 105 and replace it with 1st Substitute S.B. 105. The motion passed unanimously with Rep. Allen, Rep. Bird, and Rep. Johnson absent for the vote.

Sen. Buttars explained 1st Substitute S.B. 105 to the committee, assisted by Sen. Greg Bell and Sen. Lyle Hillyard. Chris Parker of the Office of Legislative Research and General Counsel also assisted with the presentation.

Spoke in favor of the bill:    Rick Schwermer, Administrative office of the Courts
            John T. Nielsen, Utah State Bar

MOTION:    Rep. Biskupski moved to pass the bill with a favorable recommendation. The motion passed unanimously with Rep. Allen absent for the vote.




S.B. 69    Uniform Limited Cooperative Association Act (Sen. L. Hillyard)


Sen. Hillyard explained S.B. 69 to the committee.

MOTION:    Rep. Fowlke moved to pass S.B. 69 with a favorable recommendation. The motion passed unanimously with Rep. Hutchings absent for the vote.

S.B. 50    Medical Benefits Recovery Amendments (Sen. A. Christensen)

Sen. Christensen explained S.B. 50 to the committee.

Spoke to the bill:    Thomas R. Vaughn, Office of Legislative Research and Counsel
            Sandra Langley, Attorney General's Office
            Catherine Taylor, Office of Recovery Services

MOTION:    Rep. Bird moved to adjourn the meeting. The motion passed with Rep. Allen, Rep. McGee, Rep. Fowlke, and Rep. Aagard voting in opposition to the motion.

Rep. Aagard adjourned the meeting at 5:41 p.m.
