Rep. Hunsaker called the meeting to order at 3:50 p.m.

MOTION:    Rep. Webb moved to approve the minutes of January 28, 2008. The motion passed unanimously, with Rep. Dunnigan, Rep. Gibson, and Rep. Urquhart absent for the vote.

H.B. 116    Fluorine in a Privately Owned Water System (Rep. S. Andersen)

Rep. Anderson introduced and explained the bill to the Committee, with the help of Lynn Pace, Salt Lake City Public Utilities, and Paul Ashton, White City Water Improvement District.

MOTION:    Rep. Froerer moved to amend H.B. 116 as follows:

1.    Page 3, Lines 67 through 69 :    

             67          (b) A vote of the corporation's shareholders required by Subsection (7)(a) does not
             68     
{   effect the fluoridation of   }        require       another public water system, including a public water system that      {   may   }

             69     
{   provide   }        provides       water to the corporation        , to add fluorine to or remove fluorine from the public water system's water supply       .

MOTION:    Rep. Froerer moved that the Committee recommend H.B. 116 favorably as amended. The motion passed with a vote of 5-4-2, with Rep. Greenwood, Rep. Seelig, Rep. Urquhart, Rep. Webb, Rep. Froerer voting in the affirmative, and Rep. Allen, Rep. Chavez-Houck, Rep. Shurtliff, and Rep. Hunsaker voting in opposition, with Rep. Dunnigan and Rep. Gibson absent for the vote.

H.B. 277    Pandemic Preparedness Amendments (Rep. B. Last)

Rep. Last introduced and explained the bill to the Committee, with the help of Dr. Dagmar Vitek, Salt Lake City Health Department.

MOTION:    Rep. Webb moved that the Committee recommend H.B. 277 favorably. The motion passed unanimously, with Rep. Dunnigan, Rep. Gibson, and Rep. Urquhart absent for the vote.

MOTION:    At the request of the bill sponsor Rep. Last, Rep. Allen moved that H.B. 227 be placed on the Consent Calendar. The motion passed unanimously, with Rep. Dunnigan, Rep. Gibson, and Rep. Urquhart absent for the vote.

H.B. 145    Additional State Retirement Benefit (Rep. K. Holdaway)

Rep. Holdaway introduced and explained the bill to the Committee.

MOTION:    Rep. Froerer moved to amend H.B. 145 as follows:

1.    Page 2, Lines 40 through 41 :

{   (3) The additional benefit provided in Subsection (1) shall be funded by an increase in

             41      the certified contribution rates under Sections 49-12-301 and 49-13-301 .

MOTION:    Rep. Froerer moved to adjourn the meeting. The vote was unanimous. Rep. Hunsaker adjourned the meeting at 4:55 p.m.
