Rep. Hunsaker opened the meeting at 8:10 a.m.

MOTION:    Rep. Dunnigan moved that the Committee approve the minutes of January 29, 2008 and the minutes of February 1, 2008. The motion passed unanimously, with Rep. Allen, Rep.Gibson, Rep. Seelig, Rep. Urquhart and Rep. Webb absent for the vote.

H.B. 153    Impact Fees Amendments (Rep. M. Morley)

Rep. Morley introduced and explained the bill to the Committee, with the help of Lincoln Shurtz, Utah League of Cities and Towns. (handout #1)

Spoke to the bill: Chris Gamvroulas, Ivory Homes

MOTION:    Rep. Dunnigan moved that the Committee recommend H.B. 153 favorably. The motion passed with a 7-1-3 vote, with Rep. Shurtliff voting in opposition. Rep. Gibson, Rep. Seelig, and Rep. Urquhart were absent for the vote.

H.B. 261    Local District Primary Elections (Rep. K. Morgan)

Rep. Morgan introduced and explained the bill to the Committee.


MOTION:    Rep. Shurtliff moved that the Committee recommend H.B. 261 favorably. The motion passed unanimously, with Rep. Gibson, Rep. Seelig, and Rep. Urquhart absent for the vote.

MOTION:    At the request of the bill sponsor Rep. Morgan, Rep. Shurtliff moved that H.B. 261 be placed on the Consent Calendar. The motion passed unanimously, with Rep. Gibson, Rep. Seelig, and Rep. Urquhart absent for the vote.

H.B. 177    County and Municipal Land Use Regulation of Potential Geologic Hazard Areas (Rep. M. Morley)

Rep. Morley introduced and explained the bill to the Committee, with the help of Jodi Hoffman, Utah League of Cities and Towns. (handout #2)

MOTION:    Rep. Shurtliff moved that the Committee recommend H.B. 177 favorably. The motion passed unanimously, with Rep. Gibson and Rep. Urquhart absent for the vote.

H.B. 340    Municipal Annexation Amendments (Rep. S. Clark)

This bill was not considered.

MOTION:    Rep. Froerer moved to adjourn the meeting. The vote was unanimous. Rep. Hunsaker adjourned the meeting at 8:53 a..m.
