Rep. Frank called the meeting to order at 8:12 a.m.

MOTION:    Rep. Dougall moved to approve the minutes of the February 19, 2008 meeting. The motion passed unanimously with Rep. Cosgrove, Rep. Harper, Rep. Hughes, Rep. Tilton, and Rep. Wimmer absent for the vote.

H.B. 201    Tax Credit for Solar Projects (Rep. B. Last)

MOTION:    
Rep. Dougall moved to amend H.B. 201 as follows:

1.    Page 8, Line 243 :    

             243          (3) For a taxable year, a tax credit under this section may not exceed $2,000
  on a return       .


2.    Page 9, Lines 250 through 251 :    

             250          (5)
{   A   }        Subject to Section 59-7-614, a       tax credit under this section is in addition to any other tax credit allowed by this

3.    Page 15, Line 441 :

The motion to amend passed unanimously with Rep. Cosgrove, Rep. Harper, Rep. Hughes, and Rep. Wimmer absent for the vote.

Rep. Last introduced H.B. 201 and explained it to the committee. The following individuals spoke in favor of the bill:

MOTION:    Rep. Dougall moved to transmit H.B. 201 as amended with a favorable recommendation. The motion passed with Rep. Harper voting in opposition and Rep. Hughes and Rep. Wimmer absent for the vote.

H.B. 190    State System of Higher Education Amendments (Rep. J. Dougall)

Rep. Dougall introduced the bill and explained it to the committee. Dave Buhler, Interim Commissioner of Higher Education, spoke against the bill and Tom Bingham, speaking for himself, spoke to the bill. During the discussion Rep. Frank relinquished the chair to Rep. Harper.

MOTION:    Rep. Tilton moved to transmit H.B. 190 with a favorable recommendation. The motion passed with Rep. Cosgrove and Rep. McGee voting in opposition and Rep. Johnson, Rep. Wimmer, and Rep. Frank absent for the vote.

Rep. Harper relinquished the chair to Rep. Dougall.

H.B. 383    Statewide Capital Outlay Equalization (Rep. A. Tilton)

Rep. Tilton introduced the bill and explained it to the committee with handouts. Larry Shumway, Deputy Superintendent, State Board of Education, and Sarah Meier, Past President, Utah School

Boards Association, spoke to the bill. Royce Van Tassell, Utah Taxpayers Association, spoke in favor of the bill.

MOTION:    Rep. Wimmer moved to transmit H.B. 383 with a favorable recommendation. The motion passed with Rep. Cosgrove, Rep. Johnson, Rep. McGee, and Rep. Dougall voting in opposition and Rep. Last absent for the vote.

H.B. 497    Revenue Bond Authorization for State Fair Park (Rep. N. Hendrickson)

Rep. Hendrickson introduced the bill and explained it to the committee. Steve Barth, State Fair Board, answered questions from the committee.

MOTION:    Rep. Barrus moved to transmit H.B. 497 with a favorable recommendation. The motion passed with Rep. Dougall voting in opposition and Rep. Last and Rep. Wimmer absent for the vote.

H.B. 183    Sales and Use Tax Amendments (Rep. W. Harper)
