Rep. Dougall called the meeting to order at 4:29 p.m.

Rep. Dougall relinquished the chair to Rep. Frank.

MOTION:    Rep. Johnson moved to approve the minutes of the February 25, 2008 meeting. The motion passed unanimously with Rep. Harper absent for the vote.

H.J.R. 14    Joint Resolution Amending Residential Property Assessment Provisions (Rep. G. Froerer)

Rep. Froerer introduced the resolution and explained it to the committee. Tom Bingham, Utah Manufacturers Association, and Royce Van Tassell, Utah Taxpayers Association, spoke against the resolution. Bert Hulet, Citizens for Tax Fairness, spoke in favor of the resolution.

MOTION:    Rep. Johnson moved to proceed to the next item on the agenda.

SUBSTITUTE MOTION:    Rep. Harper moved to amend the resolution by deleting the word "residential" from lines 2, 15, and 51. The motion failed with Rep. Harper, Rep. Hughes, and Rep. Tilton voting in favor and Rep. Newbold absent for the vote.

SUBSTITUTE MOTION:    Rep. Dougall moved to recommend HJR 14 to the Tax Review Commission for further study. The motion passed unanimously.



H.J.R. 9    Resolution Amending Property Tax Provision (Rep. P. Ray)

Rep. Ray introduced the resolution and explained it to the committee. Royce Van Tassell, Utah Taxpayers Association, spoke against the resolution.

MOTION:    Rep. Dougall moved to refer HJR 9 to the Utah Tax Review Commission for further study. The motion passed with Rep. McGee voting in opposition.

H.B. 355    Cigarette Tax Increase and Appropriations for Preventive Health Activities (Rep. P. Ray)

MOTION:    
Rep. Newbold moved to adopt 1st Substitute H.B. 355.

SUBSTITUTE MOTION:    Rep. Harper moved to adopt 2nd Substitute H.B. 355. The motion passed with Rep. Johnson, Rep. McGee, and Rep. Dougall voting in opposition.

Rep. Harper and Rep. Ray explained 2nd Sub. H.B. 355 to the committee. Bert Hulet, Citizen of Bountiful, spoke in favor of the bill. Royce Van Tassell, Utah Taxpayers Association, spoke against the bill. Allison Rowland, Voices for Utah Children , spoke to the bill.

MOTION:    
Rep. Tilton moved to transmit 2nd Sub. H.B. 355 with a favorable recommendation. The motion passed with Rep. Johnson and Rep. McGee voting in opposition.

1st Sub. S.B. 84    Net Metering Programs (Sen. K. VanTassell) (Rep. R. Barrus)

Sen. Van Tassell introduced the bill and explained it to the committee. Reed Searle, Association of Utah Energy Users, spoke in favor of the bill.

MOTION:    Rep. Barrus moved to transmit 1st Sub S.B. 84 with a favorable recommendation. The motion passed unanimously with Rep. Harper absent for the vote.

MOTION:    Rep. Johnson moved to place 1st Sub S.B. 84 on the Consent Calendar. The motion passed unanimously with Rep. Harper absent for the vote.

MOTION:    Rep. Moss moved to adjourn. the motion passed unanimously with Rep. Harper absent for the vote.

Rep. Frank adjourned the meeting at 6:00 p.m.
