Chair Kiser called the meeting to order at 9:17 a.m.

MOTION:    Rep. Fisher moved to approve the minutes of the January 31, 2008 meeting. The motion passed unanimously, with Rep. Cosgrove, Rep. Herrod, and Rep. Morgan absent for the vote.

H.J.R. 8    Joint Resolution Urging Congress to Eliminate Transportation Earmarking That Overrides State Transportation Priorities (Rep. Julie Fisher)

Rep. Fisher introduced the resolution to the committee with the assistance of Rep. John Dougall.

MOTION:    Rep. Daw moved to amend the bill as follows:

1.    Page 2, Lines 37 through 39 :    

             37          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
             38      urges the United States Congress to eliminate the practice of earmarking transportation funds
             39      that it grants to states.
 


     Be it further resolved that the Legislature of the State of Utah strongly opposes any increase in the Federal Gas Tax.  
    


The motion to amend passed, with Rep. Cosgrove, Rep. Hemingway, Rep. Holdaway, Rep. Morgan, and Rep. Snow voting in opposition.

MOTION:    Rep. Daw moved to pass the resolution out favorably as amended. The motion passed, with Rep. Cosgrove, Rep. Hemingway, and Rep. Morgan voting in opposition.

MOTION:    Rep. Fisher moved to adjourn the meeting. The motion passed unanimously.

Chair Kiser adjourned the meeting at 9:40 a.m.
