Chair VanTassell called the meeting to order at 3:25 p.m.

Approval of Minutes

    MOTION:
Sen. Davis moved to approve the minutes of the February 13, 2008 meeting.

    The motion passed unanimously with Sens. Eastman, Hickman, Niederhauser, and Walker     absent for the vote.

1.    S.B. 83 Check Cashing and Deferred Deposit Lending Registration Act
(K. Mayne)

    
Sen. Mayne introduced the bill.

    Edward Leary, Commissioner, Department of Financial Institutions, and Cort Walker,     Utah Consumer Lending Association, spoke in support of the bill.



    Laura Polacheck, Associate State Director, AARP Utah, and Christopher Peterson, law     professor, University of Utah, spoke to the bill.

     MOTION: Sen. Davis moved to pass the bill out favorably.

    The motion passed unanimously with Sens. Hickman and Walker absent for the vote.

2.    S.B. 200 Professional Engineers Licensing Amendments (F. Fife)

    
Sen. Fife discussed the bill and possible amendments.

     MOTION: Sen. Hickman moved to go to the next item on the agenda.

    The motion passed unanimously with Sen. Walker absent for the vote.

3.    S.B. 216 Deferred Deposit Lending Information and Reporting (G. Bell)

    
Sen. Bell introduced the bill.

Sen. Hickman assumed the Committee Chair.

    Laura Polacheck, Associate State Director, AARP Utah; Arthur Sutherland, Coalition of     Religions Communities; Linda Hilton, Director, Coalition for Religions Communities; and     Christopher Peterson, law professor, University of Utah; spoke in support of the bill.

    Cort Walker, Utah Consumer Lending Association, and Pat Cirrilo, Cypress Research, spoke     in opposition to the bill.

Sen. VanTassell resumed the Committee Chair.

     MOTION: Sen. Eastman moved to pass the bill out favorably.

     SUBSTITUTE MOTION: Sen. Davis moved to go to the next item on the agenda.

    The motion passed with Sens. Eastman and Walker voting in opposition to the motion.

4.    H.B. 26 Notary Public Revisions (G. Donnelson)

    
Rep. Donnelson introduced the bill.

    


     MOTION: Sen. Davis moved to pass the bill out favorably.

    The motion passed unanimously.

     MOTION: Sen. Davis moved to adjourn.

    The motion passed unanimously.
