Committee Chair Dayton called the meeting to order at the designated time of 8:12 am as posted.
1. H.B. 85 Teacher Loan Program
Rep. Lynn Hemingway presented the amended H.B.85.
MOTION: Sen. Bell made a motion to approve the minutes of February 5 and February 7 meetings. The motion passed unanimously with Sens. Bramble, Romero and Stephenson absent for the vote.
Sens. Hillyard, Bell, and Dayton discussed the bill.
Sarah Meyer and Susan Kuziak spoke in support of the bill.
MOTION: Sen. Bell made a motion to amend the bill to include the words "and when" after "if" in Line 77. This motion passed unanimously with Sens. Bramble, Jones
and Stephenson absent for the vote.
MOTION: Sen. Bell moved to pass the amended H.B. 85 out of Committee with a favorable recommendation.
MOTION: Sen. Peterson made a substitute motion to move to the next item on the agenda. This motion passed unanimously with Sens. Bramble and Jones absent for the vote.
2. H.B. 286 Permanent Teacher License Revocation for Sexual Activity with Students
Rep. Carl Wimmer presented H.B.286.
Sens. Hillyard, Romero and Stephenson addressed the bill and discussed possible
amendments.
Larry Shumway and Steven Peterson spoke in support of the bill.
MOTION: Sen. Stephenson moved to pass H.B.286 out of Committee with a
favorable recommendation. This motion passed unanimously with Sens. Bramble, Jones and Hillyard absent for the vote.
3. H.B. 86 Funding of Inmate Postsecondary Education
Rep. Jack R. Draxler presented H.B. 86 and distributed two handouts.
Sens. Dayton, Stephenson and Bell discussed the bill.
Mr. Mason Bishop spoke in favor of the bill.
MOTION: Sen. Bell moved to pass H.B. 86 out of Committee with a favorable recommendation. This motion passed unanimously with Sens. Bramble, Jones and
Hillyard absent for vote.
4. H.B. 234 Kindergarten Assessment Amendments
Rep. LaWanna Shurtliff presented H.B. 234.
Sen. Stephenson discussed the bill.
Sarah Meyer and Sue Carey spoke in support of the bill.
MOTION: Sen. Romero moved to pass H.B. 234 out of Committee with a favorable recommendation. The motion passed unanimously with Sens. Jones, Bramble and Hillyard absent for the vote.
5. H.B. 253 Higher Education Information Technology Appropriation
Rep. Stephen D. Clark presented H.B. 253.
Sens. Stephenson and Bell discussed the bill and expressed concerns.
Mr. Mark Spencer spoke in support of the bill.
MOTION: Sen. Bell moved to pass H.B. 253 out of Committee with a favorable recommendation. The motion failed with Sens. Bell and Romero voting aye and Sens. Dayton, Peterson and Stephenson voting nay. Sens. Bramble, Jones and Hillyard were absent for the vote.
MOTION: Sen. Romero moved to adjourn the meeting. The motion passed
unanimously with Sens. Bramble, Jones and Hillyard absent for the vote.
The meeting was adjourned at 9:37 am.
