A list of visitors and a copy of handouts are filed with the committee minutes. Committee Chair Dayton called the meeting to order at 3:15 pm.
MOTION: Sen. Jones made a motion to approve the minutes of the February 13, 2008 meeting. This motion passed unanimously with Sens. Bell, Bramble, Hillyard and Stephenson absent for the vote.
1. S.B. 234 Minimum School Program Amendments-Counseling and Guidance
Programs
Sen. Mike Dmitrich presented S.B. 234.
Mary Shumway and Dawn Stephensen distributed a handout and spoke in favor of the bill. Mary Ann Kirk also spoke in favor of the bill
MOTION: Sen. Romero moved to pass S.B. 234 out of committee with a favorable recommendation. This motion passed unanimously with Sens. Bell, Hillyard and Bramble absent for the vote.
2. S.B. 241-Local Government Cooperation in Education Matters
Sen. Pat Jones presented S.B. 241.
Mayor Peter Corroon, Bruce Parker, Natalie Gordon and Rita Lund spoke in favor of the bill.
MOTION: Sen. Romero made a motion to pass S.B. 241 out of committee with a favorable recommendation. The motion passed unanimously with Sens. Bell, Hillyard and Bramble absent for the vote.
3. H.C.R. 1-Meth Awareness For Students and Educators Resolution
Rep. Oda presented H.C.R.1.
David Turner, Camree Larkin, Joel Fletcher, Kristen Hansen, and Kamarie Nicdao distributed a handout and spoke in favor of the bill. Sarah Meier expressed support for the bill.
MOTION: Sen. Jones made a motion to pass H.C.R. 1 out of committee with a favorable recommendation. The motion passed unanimously with Sens. Bell, Hillyard
and Bramble absent for the vote.
4. H.B. 112-Public Education Foundation Amendments
Rep. Sheryl Allen presented the following amendment for H.B. 112.
MOTION: Sen. Stephenson made a motion to amend H.B. 112 as shown below. This motion passed unanimously with Sens. Bell, Hillyard, Bramble and Peterson absent for the vote.
1. Page 1, Lines 15 through 16 :
15 schools;
. prohibits a school district foundation from engaging in certain political
activities;
16 . requires a local school board that establishes a foundation to require the foundation
2. Page 2, Lines 49 through 54 :
49 managed for that school;
{
and
}
50 (h) shall, for foundation accounts from which monies are distributed to schools,
51 provide all the schools within a school district information that:
52 (i) details account transactions; and
53 (ii) shows available balances in the accounts

; and
(i) may not:
(i) engage in lobbying activities;
(ii) attempt to influence legislation; or
(iii) participate in any campaign activity for or against:
(A) a political candidate; or
(B) an initiative, referendum, proposed constitutional amendment, bond, or any other ballot proposition submitted to the voters
54 (3) A local school board that establishes a foundation under Subsection (1) shall:
MOTION: Sen. Romero moved to pass amended H.B. 112 out of committee with a favorable recommendation. This motion passed unanimously with Sens. Bell, Hillyard, Bramble and Peterson absent for the vote.
5. H.B. 271-Utah Purple Heart Recipients Tuition Act Amendments
Rep. Roger Barrus presented H.B. 271.
MOTION: Sen. Jones moved to pass H.B. 271 out of committee with a favorable recommendation. This motion passed unanimously with Sen. Bell, Hillyard, Bramble and Peterson absent for the vote.
6. 1st. Sub. H.B. 287-Regulation of Teacher-Student Relationships
Rep. Stephen Sandstrom presented 1st. Sub. H.B. 287.
Larry Shumway and Sarah Meier spoke in favor of the bill.
MOTION: Sen. Romero moved to pass 1st. Sub. H.B. 287 out of committee with a favorable recommendation. This motion passed unanimously with Sens. Bell, Hillyard, Bramble and Peterson absent for the vote.
MOTION: Sen. Romero moved to adjourn the meeting. The motion passed
unanimously with Sens. Bell, Hillyard, Bramble and Peterson absent for the vote.
