Committee Chair Dayton called the meeting to order at the designated time of 8:08 am as posted.
MOTION: Sen. Peterson made a motion to approve the minutes of the February 15, 2008 meeting. The motion passed unanimously with Sens. Bramble and Romero absent for the vote.
1. S. B. 223-Standards for Acceptance of School Transfer Applications
Sen. Mark Madsen presented S.B. 223 to the committee.
Mark VanWagoner, Debi Tabor and Bart Thompson spoke in opposition to the bill.
Paul Mero spoke in favor of the bill.
MOTION: Sen. Stephenson moved to pass S.B. 223 out of committee with a favorable recommendation. The motion passed with Sens. Dayton, Bell, Bramble, and Stephenson voting aye. Sens. Jones and Romero voted nay. Sen. Peterson was absent for the vote.
2. S.B. 219-Use of Severance Tax Revenues When a School District Occurs
Sen. Michael Waddoups presented 1st. Sub. 219 to the committee.
MOTION: Sen. Bramble moved to adopt 1st. Sub. 219. The motion passed unanimously with Sens. Bell and Peterson absent for the vote.
David Litvan and Gina Crezee stated that their organizations did not oppose the bill in its current form.
MOTION: Sen. Romero made a motion to move to the next item on the agenda. The motion passed unanimously. Sen. Peterson was absent for the vote.
3. H.B. 66- Paraeducator to Teacher Scholarship Program
Rep. Ronda Menlove presented H.B. 66 to the committee.
Nan Gray, Steve Peterson and Jeff Leonard spoke in favor of the bill.
MOTION: Sen. Jones moved to pass H.B. 66 out of committee with a favorable
recommendation. The motion passed unanimously with Sen. Bramble absent for the vote.
4. H.B. 96-Retired Teachers-Return to Work
Rep. Paul Ray presented H.B. 96 to the committee on Rep. Bowman's behalf.
Steve Peterson spoke in favor of the bill.
MOTION: Sen. Romero moved to pass H.B. 96 out of committee with a favorable recommendation. The motion passed unanimously with Sen. Bramble absent for the vote.
5. H. B. 85-Teacher Loan Program
Rep. Lynn Hemingway presented H.B. 85 to the committee.
MOTION: Sen. Jones moved to adopt the amendment to H.B. 85 shown below. This motion passed unanimously with Sen. Bramble absent for the vote.

78 residence is sold within ten years of loan issuance.
(6) If appropriations and loan principal and interest repayment funds are
insufficient to cover the costs associated with the Teacher Loan Program for all
eligible applicants, the State Board of Education shall:
(a) limit the number of loans authorized to correspond to the amount of available funds; and
(b) select loan recipients using the criteria established pursuant to Subsection (5)(a).
79 Section 2. Appropriation.
MOTION: Sen. Jones moved to pass amended H.B. 85 out of committee with a favorable recommendation. The motion passed with Sens. Bell, Jones, Peterson, Romero and Stephenson voting in favor of the motion. Sen. Dayton voted nay. Sen. Bramble was absent for the vote.
6. H.B. 266-Accelerated Learning Program Revisions
Sen. Pat Jones presented H.B. 266 to the committee.
Ruth Dallas, Rebecca Odoardi, Holly Langston and Rep. Carol Moss spoke in favor of the bill.
MOTION: Sen. Stephenson moved to adjourn the meeting. The motion failed with Sens. Romero, Bell and Jones voting nay. Sens. Dayton, Peterson and Stephenson voted aye. Sen. Bramble was absent for the vote.
MOTION: Sen. Romero moved to pass H.B. 266 out of committee with a favorable recommendation. The motion failed with Sens. Dayton, Peterson and Stephensen voting nay and Sens. Bell, Jones and Romero voting aye. Sen. Bramble was absent for the vote.
MOTION: Sen. Bell moved to adjourn the meeting. The motion passed unanimously with Sen. Bramble absent for the vote.
