Committee Chair Knudson called the meeting to order at 2:15 p.m.
1. S.B. 45 Accounting for Competitive Activities of Local Entities (H. Stephenson)
The bill was not heard.
2. S.B. 53 Use of Initiative and Referendum for Administrative Land Use and Zoning Matters (B. Goodfellow)
Sen. Goodfellow asked the committee to adopt a substitute bill.
MOTION: Sen. Jenkins moved to delete in title and body S.B. 53 and replace it with S.B. 53 1st Substitute.
The motion passed unanimously.
Sen. Goodfellow explained the substitute bill.
Blaine Walker, past president, Utah Assn. of Realtors, and Lincoln Shurtz, Utah League
of Cities & Towns spoke in support of the bill.
MOTION: Sen. Hickman moved to pass S.B. 53 1st Substitute out favorably.
The motion passed unanimously.
3. S.B. 54 Initative and Referendum for Petition Submission Amendments
(G. Goodfellow)
Sen. Goodfellow asked the committee to adopt a substitute bill.
MOTION: Sen. Jenkins moved to delete title and body of S.B. 54 and replace it with S.B. 54 1st Substitute.
The motion passed unanimously.
Sen. Goodfellow explained the bill.

Rep. Aagard explained the bill.
MOTION: Sen. Jenkins moved to pass the bill out favorably.
The motion passed unanimously.
