Committee Chair Knudson called the meeting to order at 2:20 p.m.
MOTION: Sen. Hickman moved to approve the minutes of the January 25, 2008 minutes.
The motion passed unanimously with Sen. Butters absent for the vote.
1. S.B. 67 Protection of Constitutionally Guaranteed Activities in Certain Private
Venues (M. Madsen)
Sen. Madsen explained the bill.

2. S.B. 141 Water Conservancy District - Selection of Board of Trustees

3. H.B. 129 Appropriation for Construction of a Veterans' Nursing Home in Ogden
(B. Dee)

4. S.B. 144 Parameters on Governor's Ability to Enter Agreements Binding the State

MOTION: Sen. Jenkins moved to delete in title and body S.B. 144 and replace it with
S.B. 144 1st Substitute.
The motion passed unanimously with Sen. Butters absent for the vote.
Sen. Jenkins explained the substitute bill.

The motion passed with Sen. Romero voting in opposition and with Sen. Buttars absent for the vote.

6. S.B. 147 Candidate Filing Requirements (P. Knudson)
Sen. Knudson explained the bill.
MOTION: Sen. Jenkins moved to pass the bill out favorably.
The motion passed unanimously with Sen. McCoy absent for the vote.

7. S.B. 156 Utah Relocation Assistance Act Amendments (L. Hillyard)
Sen. Hillyard asked the Committee to adopt the following amendment to the bill:
1. Page 2, Line 40: After "assistance" reinstate "authorized" and
Delete "required"
MOTION: Sen. Romero moved to adopt the amendment.
The motion passed unanimously.
Sen. Hillyard explained the bill.
Craig Call spoke in support of the bill.
MOTION: Sen. Jenkins moved to pass the bill out favorably.
The motion passed unanimously with Sen. McCoy absent for the vote.
