Committee Chair Knudson called the meeting to order at 4:24 p.m.

Approval of Minutes

MOTION: Sen. Hickman moved to approve the minutes of the February 18, 2008 meeting.

The motion passed unanimously with Sens. Buttars and Jenkins absent for the vote.

1.    S.B. 221 Capital Development and Improvement Amendments (L. Hillyard)

    Sen. Hillyard explained the bill.

    Greg Buxton, Division of Facilities Construction & Management, spoke in support of the bill.

    


    
     MOTION: Sen. Romero moved to pass the bill out favorably.

    The motion passed unanimously with Sens. Butters and Jenkins absent for the vote.

     MOTION: Sen. Romero moved to place the bill on the Consent Calendar.

    The motion passed unanimously with Sens. Butters and Jenkins absent for the vote.
    
2.    H.J.R. 3 Resolution Reaffirming the Words, Under God, in the Pledge of Allegiance
    
(K. Gibson)

    
Rep. Gibson explained the bill.

     MOTION: Sen. Hickman moved to pass the bill out favorably.

    The motion passed unanimously with Sens. Butters and Jenkins absent for the vote.
    
3.    S.B. 253 County Law Enforcement Duties (M. Waddoups)

    
Sen. Waddoups explained that all parties involved with the legislation are coming together with an agreement, and there will be a substitute bill prepared for adoption on the Senate Floor.

    The following individuals spoke in support of the bill:

            Russ Wall, Mayor, Taylorsville City

     MOTION: Sen. Hickman moved to pass the bill out favorably.

    The motion passed unanimously with Sens. Butters and Jenkins absent for the vote.

4.    H.B. 153 Impact Fees Amendments (M. Morley)

    
Rep. Morley explained the bill.

    Jodi Hoffman, Utah League of Cities & Towns, spoke in support of the bill.


    
     MOTION: Sen. McCoy moved to pass the bill out favorably.

    The motion passed unanimously with Sens. Butters and Jenkins absent for the vote.

5.    H.B. 177 County and Municipal Land Use Regulation of Potential Geologic Hazard Areas (M. Morley)

    Rep. Morley explained the bill.

    Jodi Hoffman, Utah League of Cities & Towns, spoke in support of the bill.

     MOTION: Sen. Hickman moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Jenkins absent for the vote.

6.    S.R. 3 Senate Resolution Petitioning Congress to Address the Illegal Immigration
    Crisis
(M. Madsen)

    Sen. Madsen explained the bill and asked the committee to adopt the following amendment:

l. Page 1, Lines 19-20:            After "immigrants" delete ", place a moratorium
                        
                        on temporary worker and guest worker legislation,"


2. Page 2, Lines 55-56:            After "immigrants" delete ", place a moratorium
                        
                        on temporary worker and guest worker legislation

                        until illegal immigration has been brought under

                        control"


3. Page 2, Lines 34-35:            After "immigrants" delete "," and insert "is"

                        After "population" delete ", should be considered

                        an invasion"                




     MOTION: Sen. McCoy moved to adopt the amendment.

    The motion passed unanimously with Sen. Jenkins absent for the vote.

    The following individuals spoke in support of the bill:

            Ann Turner, citizen
            Angie Carter, citizen

     MOTION: Sen. McCoy moved to pass the bill out favorably.

    The motion passed with Sen. Romero voting in opposition and Sen. Jenkins absent for the
    vote.

7.    H.B. 182 Deadline for Voting Precinct Designation (G. Hughes)

    
Rep. Hughes explained the bill.

     MOTION: Sen. McCoy moved to pass the bill out favorably.

    The motion passed unanimously with Sens. Buttars and Jenkins absent for the vote.
    
8.     H.B. 80 Administrative Rule Penalty Amendments (B. Ferry)

    The bill was not heard.

9.    S.B. 195 Use of Campaign Contributions (G. Bell)

    Sen. Bell asked the Committee to adopt a substitute bill.

     MOTION: Sen. Hickman moved to delete in title and body S.B. 195 and replace it with
    1st Substitute S.B. 195.

    The motion passed unanimously with Sen. Jenkins absent for the vote.    

    Sen. Bell explained the substitute bill.

        Gigi Brandt, League of Women Voters, spoke in support of the bill.                         


                            
     MOTION: Sen. Romero moved to pass the substitute bill out favorably.

    The motion failed with Sens. Romero, McCoy, and Jenkins voting in favor, and
    Sens. Buttars, Hickman, and Knudson voting in opposition.

MOTION: Sen. Hickman moved to adjourn.

The motion passed unanimously.

Committee Chair Knudson adjourned the meeting at 5:31 p.m.
