Committee Chair Knudson called the meeting to order at 8:12 a.m.

Approval of Minutes

MOTION: Sen. Hickman moved to approve the minutes of the February 20, 2008 meeting.
    
The motion passed unanimously with Sen. Buttars absent for the vote.



1.    S.B. 294 Community Development and Renewal Amendments
(C. Bramble)

    Sen. Bramble explained the bill.

     MOTION: Sen. Hickman moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Buttars absent for the vote.

2.    S.B. 245 Funding Relating to Airports (C. Bramble)

    
Sen. Bramble asked the Committee to adopt a substitute bill.

     MOTION: Sen. Jenkins moved to delete in title and body S.B. 245 and replace it with
    1st Substitute S.B. 245.

    The motion passed unanimously with Sen. Buttars absent for the vote.

    Sen. Bramble explained the substitute bill.

    The following spoke in opposition to the bill:

            Carlton Christensen, Council Member, Salt Lake City
            Rob Jolley, Lobbist, Delta Airlines

    
The following spoke in support of the bill:

     MOTION: Sen. Buttars moved to pass the bill out favorably.

    The motion failed with Sens. Buttars, Hickman, and Knudson voting in favor and
    Sens Jenkins, McCoy, and Romero voting in opposition.

3.    S.B. 260 Disclosure of Public Employee Disciplinary Actions Amendments
     (D. C. Buttars)

    Sen. Waddoups asked the Committee to adopt a substitute bill.

     MOTION: Sen. Hickman moved to delete in title and body S.B. 260 and replace it with
    1st Substitute S.B. 260.

    The motion passed unanimously.




    Sen. Waddoups explained the substitute bill.

    The following spoke in opposition to the bill:

            Steve Maese, Citizen

     MOTION: Sen. Buttars moved to go to the next item on the agenda.

    The motion passed unanimously.

4.    S.B. 245S1 Funding Relating to Airports (C. Bramble)

    Sen. Jenkins made a motion to reconsider previous action on the bill.

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed with Sens. McCoy and Romero voting in opposition.
    
5.    S.B. 261 Political Subdivision Annexation Amendments (M. Waddoups)

    
Sen. Waddoups asked the Committee to adopt a substitute bill.

     MOTION: Sen. Hickman moved to delete in title and body S.B. 261 and replace it with
    1st Substitute S.B. 261.

    The motion passed unanimously.

    Sen. Waddoups asked Michael Jensen, Chair, Salt Lake County Unified Fire Authority to explain the substitute bill.

     MOTION: Sen. Hickman moved to pass the bill out favorably.

    The motion passed unanimously.

6.    H.B. 116 Flourine in a Privately Owned Water System
(S. Andersen)

    Rep. Andersen explained the bill assisted by Paul Ashton, attorney for the Holladay Water Company.


    
    The following spoke in support of the bill:

    The following spoke in opposition to the bill:

        Sen. Christensen
        Kelly Ann Booth, attorney

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion failed with Sens. Hickman, McCoy, and Knudson voting in opposition, and
    Sens. Jenkins, Butters, and Romero voting in support of the motion.

7.    H.B. 352 Amendments Related to Monies Derived from Navajo Reservation Lands
    in Utah
(Rep. Clark)

    
Rep. Clark explained the bill.

    David Irvine, Attorney, Navajo Trust Fund, spoke to the bill, and said he had not taken a
    position.
    
    Ruby Nakair, a Navajo, spoke in opposition to the bill. She distributed copies of a resolution titled, "Resolution of the Descendants of K'aayelii, Inc." which was in opposition to the bill.
        
    MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Hickman absent for the vote.

8.     H.C.R 4 Concurrent Resolution Encouraging Congressional Action to Designate a New Recipient of Royalties from Navajo Reservation Lands in Utah (D. Clark)

    Rep. Clark explained the bill.    

    David Irvine, Attorney, Navajo Trust Fund, spoke to the bill, and said he had not taken a
    position.

    Ruby Nakair, a Navajo, spoke in opposition to the bill.
        
     MOTION: Sen. Jenkins moved to pass the bill out favorably.


    The motion passed unanimously with Sen. Hickman absent for the vote.

9.    S.R. 1 Senate Resolution Urging United States Withdrawal from Security and
    Prosperity Partnership of North America
(F. Fife)

    
Sen. Fife asked the Committee to adopt a substitute bill.

     MOTION: Sen. Buttars moved to delete in title and body S.R. 1 and replace it with
    1st Substitute S.R. 1.

    The motion passed unanimously with Sen. Hickman absent for the vote.

    Sen. Fife explained the substitute bill.

     MOTION: Sen. Romero moved to amend the substitute bill as follows:

    1. Page 2, Line 45:                After "States" delete "would"

                            and insert "might"

    The motion passed unanimously with Sen. Hickman absent for the vote.

     MOTION: Sen. McCoy moved to pass the substitute bill out favorably as amended.

    The motion passed unanimously with Sen. Hickman absent for the vote.

10.    H.B. 378 State Accounting and Budgetary Procedures Amendments (R. Bigelow)

    
Rep. Bigelow explained the bill.

     MOTION: Sen. Jenkins moved to pass the bill out favorably.

    The motion passed unanimously with Sens. Buttars and Hickman absent for the vote.

     MOTION: Sen. Jenkins moved to place the bill on the Consent Calendar.

    The motion passed unanimously with Sens. Buttars and Hickman absent for the vote.

11.    H.B. 252 Charitable Solicitations Act Amendments (W. Harper)     

    Rep. Harper asked the Committee to adopt a substitute bill.

     MOTION: Sen. McCoy moved to adopt the substitute bill.


    The motion passed unanimously with Sens. Buttars and Hickman absent for the vote.



    Rep. Harper explained the substitute bill.
    
     MOTION: Sen. McCoy moved to pass the substitute bill out favorably.

    The motion passed unanimously with Sens. Buttars and Hickman absent for the vote.

     MOTION: Sen. McCoy moved to place the bill on the Consent Calendar.

    The motion passed unanimously with Sens. Buttars and Hickman absent for the vote.

12.    H.B. 185 Western States Presidential Primary Amendments (K. Grover)

    
Rep. Grover explained the bill.

    Michael Cragun, Office of the Lt. Governor, clarified some issues on the bill.

     MOTION: Sen. Romero moved to pass the bill out favorably.

    The motion passed unanimously with Sens. Buttars and Hickman absent for the vote.

     MOTION: Sen. McCoy moved to place the bill on the Consent Calendar.

    The motion passed unanimously with Sens. Buttars and Hickman absent for the vote.

MOTION: Sen. McCoy moved to adjourn.

The motion passed unanimously with Sens. Buttars and Hickman absent for the vote.

Committee Chair Knudson adjourned the meeting at 6:39 p.m.
