A list of visitors and a copy of handouts are filed with the committee minutes.    

Committee Chair Knudson called the meeting to order at 8:12 a.m.

1.    H.B. 80 Administrative Rule Penalty Amendments (B. Ferry)

    Rep. Ferry asked the Committee to adopt a substitute bill.

     MOTION: Sen. Buttars moved to delete in title and body H.B. 80 and replace it with
    1st Substitute H.B. 80.

    The motion passed unanimously with Sen. Hickman absent for the vote.

    Rep. Ferry explained the substitute bill and distributed a handout providing information on the bill.

     MOTION: Sen. Buttars moved to pass the bill out favorably.

    The motion passed unanimously.

2.    H.B. 173 Money Management Act Updates
(P. Neunschwander)

    
Rep. Neuenschwander explained the bill.




     MOTION: Sen. Hickman moved to pass the bill out favorably.

    The motion passed unanimously.

     MOTION: Sen. Hickman moved to place the bill on the Consent Calendar.

    The motion passed unanimously.

3.    H.B. 239 Driver License Qualification Amendments (G. Donnelson)

    
Rep. Donnelson explained the bill.

    The following spoke in support of the bill:

            Ronald Mortensen, Citizens Coalition on Illegal Immigration
            Eli Cawley, Chair, Utah Minuteman Project

    The following spoke in opposition to the bill:

            Lee Gardner, Salt Lake County Assessor, spoke as a citizen
            Tony Yopias, Director, Proyecto Latino de Utah

    
MOTION: Sen. Hickman moved to pass the bill out favorably.

     The motion failed with Sens. Butters and Hickman voting in favor, and Sens. McCoy,
    Romero, and Knudson voting against the motion.

4.    H.B. 171 Driving Privilege Card Amendments (B. Daw)

    
Rep. Daw explained the bill.

     MOTION: Sen. Butters moved to pass the bill out favorably.

    The motion passed unanimously.

5.    H.B. 357 Public Associations Subject to Government Records Access and
    Management Act
(M. Noel)

    The bill was not heard.



6.    H.B. 369 Municipal Rental Fees Amendments
(M. Walker)

    
The bill was not heard.

7.    H.B. 241 Repeal of Exemptions from Nonresident Tuition (G. Donnelson)

    The bill was not heard.
    
MOTION: Sen. Butters moved to adjourn.

The motion passed unanimously.

Committee Chair Knudson adjourned the meeting at 9:03 a.m.
