Committee Chair Knudson called the meeting to order at 8:12 a.m.
1. H.B. 80 Administrative Rule Penalty Amendments (B. Ferry)
Rep. Ferry asked the Committee to adopt a substitute bill.
MOTION: Sen. Buttars moved to delete in title and body H.B. 80 and replace it with
1st Substitute H.B. 80.
The motion passed unanimously with Sen. Hickman absent for the vote.
Rep. Ferry explained the substitute bill and distributed a handout providing information on the bill.
MOTION: Sen. Buttars moved to pass the bill out favorably.
The motion passed unanimously.
2. H.B. 173 Money Management Act Updates (P. Neunschwander)
Rep. Neuenschwander explained the bill.
MOTION: Sen. Hickman moved to pass the bill out favorably.
The motion passed unanimously.
MOTION: Sen. Hickman moved to place the bill on the Consent Calendar.
The motion passed unanimously.
3. H.B. 239 Driver License Qualification Amendments (G. Donnelson)
Rep. Donnelson explained the bill.

The motion failed with Sens. Butters and Hickman voting in favor, and Sens. McCoy,
Romero, and Knudson voting against the motion.

Rep. Daw explained the bill.
MOTION: Sen. Butters moved to pass the bill out favorably.
The motion passed unanimously.
