Committee Chair Buttars called the meeting to order at 8:05 a.m.

1.    S.B. 70 Emotional Support Animals (S. McCoy)

    
At the sponsor's request the bill was held.

2.    H.B. 74 Medicaid 340b Drug Pricing Programs (D. Litvack)

    
Rep. Litvack explained the bill.

     MOTION: Sen. Goodfellow moved to pass the bill out favorably.

    The motion passed unanimously.

3.    H.B. 60 Legislative Review of Health Insurance Mandates (J. Dunnigan)

    
The bill was not heard.

4.    H.B. 31 Child Welfare Definitions (W. Harper)

    
Rep. Harper explained the bill.

    Dwayne Betournay, Director, Division of Child and Family Services, Department of

Human Services, spoke in support of the bill.


     MOTION: Sen. Christensen moved to pass the bill out favorably.

    The motion passed unanimously.

     MOTION: With the request of the sponsor, Sen. Christensen moved to place the bill on the consent calendar.

    The motion passed unanimously.

5.    H.B. 24S1 Amendments to Utah Digital Health Service Commission Act
    (R. Menlove)

     MOTION: Sen. Knudson moved to amend the bill as follows:

1.    Page 2, Lines 44 through 46 :    

             44          (2) The governor shall appoint
