Chair Bell called the meeting to order at 8:28 AM.
Approval of Minutes
MOTION: Sen. Hillyard moved to approve the minutes of February 25, 2008.
The motion passed unanimously.
1. H.B. 339 Human Trafficking Amendments (C. Herrod)
Rep. Herrod presented and explained the bill.
Wade Farroway, Assistant Attorney General spoke to the bill.
Jacey Skinner, Deputy District Attorney, State Wide Association of Prosecutors, spoke in favor of the bill.
MOTION: Sen. Greiner moved to adopt to following amendment to H.B. 339:

This bill coordinates with S.B. 81, Illegal Immigration, by
providing a substantive amendment.
2. Page 4, Line 115
House Committee Amendments
2-14-2008 :
Section 5. Coordinating H.B. 339 with S.B. 81 -- Modifying substantive
language.
If this H.B. 339 and S.B. 81, Illegal Immigration, both pass, it is the intent of the Legislature that the Office of Legislative Research and General Counsel, in preparing the Utah Code database for publication, modify Subsection 76-10-2701(3) as enacted by S.B. 81 to read as follows:
(3)(a) A person who violates Subsection (2)(a) is guilty of a second degree felony.
(b) A person who violates Subsection (2)(b) is guilty of a class A misdemeanor.
The motion passed unanimously with Sen. Hillyard absent for the vote.
MOTION: Sen. Romero moved to amend section (3)(a) of Amendment 2 by deleting "second degree felony" and inserting "third degree felony" as follows:
(3)(a) A person who violates Subsection (2)(a) is guilty of a third degree felony.
The motion passed unanimously with Sen. Hillyard absent for the vote.
MOTION: Sen. Greiner moved to pass H.B. 339 as amended out with a favorable recommendation.
The motion failed with Sens. Greiner and Bell voting in favor, Sens. Romero and McCoy voting against, and Sen. Hillyard absent for the vote.
2. H.B. 374 Child Abuse and Neglect Prevention and Treatment Amendments (P. Ray)
Rep. Ray presented and explained the bill.
Patricia Worthington, Director, Child Abuse Neglect Council, spoke for the bill.
MOTION: Sen. McCoy moved to pass H.B. 374 out of committee with a favorable recommendation.
The motion passed unanimously with Sen. Hillyard absent for the vote.
MOTION: Sen. McCoy moved to place H.B. 374 on the Consent Calendar.
The motion passed unanimously with Sen. Hillyard absent for the vote.
3. H.B. 167 A Victim Amicus Bill (R. C. Webb)
Rep. Webb presented and explained the bill.
Mel Wilson, Attorney, Utah Council on Victims of Crime; and Ron Gordon, Director, Crime Victims Reparations, spoke for the bill.
MOTION: Sen. Greiner moved to pass H.B. 167 out of committee with a favorable recommendation.
The motion passed unanimously with Sen. Hillyard absent for the vote.
MOTION: Sen. McCoy moved to place H.B. 167 on the Consent Calendar.
The motion passed unanimously with Sen. Hillyard absent for the vote.
MOTION: Sen.Greiner moved to adjourn.
