Committee Chair Peterson called the meeting to order at 4:20 p.m.

1.    Approval of Minutes

    MOTION: Sen. Christensen moved to approve the minutes of February 1, 2008. The motion passed unanimously with Sen. Davis, Sen. Stowell and Sen. Waddoups absent for the vote.

2. H.B. 132 Waste Tire Recycling Amendments (Rep. N. Hendrickson) (Sen. B. Goodfellow)

    Rep. Neal Hendrickson introduced the bill.

     MOTION: Sen. Davis moved to pass H.B. 132, Waste Tire Recycling Amendments, out favorably. The motion passed unanimously.

3. S.B. 170 Board of Water Resources Amendments (Sen. D. Stowell)

    Sen. Dennis Stowell introduced the bill. Craig Peterson, Provo River Waters Users Association, assisted in the presentation.

     MOTION: Sen. Christensen moved to pass S.B. 170, Board of Water Resources Amendments, out favorably. The motion passed unanimously.



     MOTION: Sen. Dayton moved to place S.B. 170 on the Consent Calendar. The motion passed unanimously.

4. H.B. 42 Water Right Application for Electrical Cooperative (Rep. G. Snow) (Sen. K. VanTassell)

    Rep. Gordon Snow introduced the bill. David Crabtree, Vice President, Deseret Power, assisted in the presentation.

    Boyd Clayton, Deputy State Engineer, Utah Water Rights, spoke to the bill.

     MOTION: Sen. Davis moved to pass H.B. 42,Water Right Application for Electrical Cooperative, out favorably. The motion passed unanimously with Sen. Waddoups absent for the vote.

     MOTION: Sen. Davis moved to have a master study resolution prepared for the next legislative session on ground water aquifer hydrology. The motion passed unanimously with Sen. Waddoups absent for the vote.

5. S.B. 59 Wildlife Amendments (Sen. A. Christensen)

    Sen. Allen Christensen introduced the bill.

    Jim Karpowitz, Director, Utah Division of Wild Life Resources, answered questions from the Committee. A handout was distributed.

    Don Peay, President, Sportsmen for Wildlife, spoke in support of the bill and distributed a handout. Rick Woodard, Wildlife Board; and Jim Karpowitz also spoke in support of the bill.

    Reed Balls, Executive Secretary Utah Wool Growers Association; and Todd Bingham, Vice President, Utah Farm Bureau Federation, spoke in opposition to the bill.

     MOTION: Sen. Davis moved to pass S.B. 59, Wildlife Amendments, out favorably. The motion     passed with Sen. Peterson and Sen. Stowell voting in opposition.

     MOTION: Sen. Dayton moved to adjourn. The motion passed unanimously.

    Chair Peterson adjourned the meeting at 5:28 p.m.
