Committee Chair Peterson called the meeting to order at 8:10 a.m.

1. H.B. 50 Underground Storage Tank Amendments (Rep. S. Andersen) (Sen. W. Niederhauser)

    Rep. Sylvia Andersen introduced the bill.

    Chair Peterson moved to the next item on the agenda because there was not a quorum.

2. S.B. 89 Preventing Catastrophic Wildland Fires (Sen. D. Stowell)

    
Sen. Dennis Stowell introduced the bill.     

    
Kathleen Clarke, Asst. Commissioner, Dept. of Agriculture and Food, assisted in the presentation. A handout was distributed.

    MOTION: Sen. Stowell moved to replace S.B. 89 with 1st Sub. S.B. 89, Mitigation of Invasive Species . The motion passed unanimously.

    Mike Styler, Executive Director, Dept. of Natural Resources; Gordon Younker, Utah Association of Conservation Districts; and Rulon Gill, Questar, spoke in support of the bill.



     MOTION: Sen. Fife moved to pass 1st Sub. S.B. 89, Mitigation of Invasive Species, out favorably. The motion passed unanimously.

3. Approval of Minutes

    MOTION: Sen. Stowell moved to approve the minutes of February 5, 2008. The motion passed unanimously.

4. H.B. 50 Underground Storage Tank Amendments (Rep. S. Andersen) (Sen. W. Niederhauser)

     MOTION: Sen. Waddoups moved to pass H.B. 50, Underground Storage Tank Amendments, out favorably. The motion passed unanimously.

5. 1st Sub. H.B. 294 Appropriation Limit Amendments - Fire Suppression (Rep. B. Ferry) (Sen.     D. Stowell)

    Rep. Ben. Ferry introduced the bill.

     MOTION: Sen. Stowell moved to pass 1st Sub. H.B. 294, Appropriation Limit Amendments - Fire Suppression , out favorably. The motion passed unanimously.

     MOTION: Sen. Waddoups moved to place 1st Sub. H.B. 294 on the Consent Calendar. The motion passed unanimously.

6. H.B. 291 Off-highway Vehicle Amendments (Rep. M. Noel) (Sen. M. Dmitrich)

    Rep. Michael Noel introduced the bill. Dave Edmunds, Utah Sheriff's Association, assisted in the presentation.

    Fred Hayes, Dept. of Natural Resources, State Parks and Recreation, spoke in support of the bill.

     MOTION: Sen. Waddoups moved to pass H.B. 291, Off-highway Vehicle Amendments , out favorably. The motion passed unanimously.

     MOTION: Sen. Waddoups moved to adjourn. The motion passed unanimously.

    Chair Peterson adjourned the meeting at 8:53 a.m.
