Committee Chair Peterson called the meeting to order at 8:44 a.m.

1.    Approval of Minutes

     MOTION: Sen. Christensen moved to approve the minutes of Feb 12, 2008. The motion passed     unanimously.


2.    H.B. 143 Administration of Interstate Water (Rep. M. Brown) (Sen. K. VanTassell)

    Rep. Melvin Brown introduced the bill. Jerry Olds, State Engineer, Division of Water Rights, assisted in the presentation.

    LeGrand Bitter, Executive Director, Utah Association of Special Districts, spoke in support of the bill.

     MOTION: Sen. Christensen moved to pass H.B. 143, Administration of Interstate Water, out favorably. The motion passed unanimously.

3.    1st Sub. H.B. 125 Department of Agriculture and Food Amendments (Rep. K. Gibson) (Sen. D. Peterson)

    Rep. Kerry Gibson introduced the bill.

     MOTION: Sen. Christensen moved to replace 1st Sub. H.B. 125 with 2nd Sub. H.B. 125, Department of Agriculture and Food Amendments. The motion passed unanimously.

    Kyle Stephens, Deputy Commissioner, Department of Agriculture and Food, spoke in support of the bill.

     MOTION: Sen. Fife moved to adopt the following amendment:    

1.    Page 1, Line 17 :    

             17          .    adds the
[[   executive   ]] director of the School and Trust Lands Administration to the


2.    Page 4, Lines 104 through 105 :    

             104          (i) the
[[   executive   ]] director of the School and Institutional Trust Lands Administration or

             105      the
[[   executive   ]] director's designee.


The motion passed unanimously.

MOTION: Sen. Stowell moved to pass 2nd Sub. H.B. 125 out favorably, as amended. The motion passed unanimously.

MOTION: Sen. Christensen moved to place 2nd Sub. H.B. 125 on the Consent Calendar. The motion passed unanimously.

4.    H.B. 117 Instream Flow to Protect Trout Habitat (Rep. S. Sandstrom) (Sen. P. Knudson)

    Rep. Stephen Sandstrom introduced the bill.

    Robin Thomas, Legislative Liaison, Division of Wildlife Resources, spoke in support of the bill.

     MOTION: Sen. Christensen moved to pass H.B. 117, Instream Flow to Protect Trout Habitat, out favorably. The motion passed unanimously.

     MOTION: Sen. Fife moved to adjourn. The motion passed unanimously.

    Chair Peterson adjourned the meeting at 9:09 a.m.
