Chair Niederhauser called the meeting to order at 4:12 p.m.
    
1.     H.B. 58 Severance Tax Amendments (J. Dougall)

    
Rep. Dougall explained the bill.

    Mark Buchi, Utah Tax Review Commission; Lee Peacock, President, Utah Petroleum     Association; David Litvin, President, Utah Mining Association; and Royce VenTassell, Vice     President, Utah Taxpayers Association, spoke in support of the bill.




     MOTION: Sen. Goodfellow moved to pass 1st Sub. H.B. 58 out of Committee with a     
    favorable recommendation.

    The motion passed unanimously with Sens. Bramble and Greiner absent for the vote.

2.    H.B. 69 Repeal of Board Leeway for Reading Improvement (J. Dougall)

    
Rep. Dougall introduced the bill and 1st Sub. H.B. 69 was distributed.

    
MOTION: Sen. Goodfellow moved to adopt 1st Sub. H.B. 69.

    The motion passed unanimously with Sens. Bramble and Greiner absent for the vote.

     MOTION: Sen. Goodfellow moved to pass 1st Sub. H.B. 69 out of Committee with a     favorably recommendation.

    The motion passed unanimously with Sens. Bramble and Waddoups absent for the vote.

3.    1st Sub. H.B. 351 Individual Income Tax - Health Insurance (J. Dunnigan)

    
Rep. Dunnigan introduced the bill and the following amendments were distributed:

     MOTION: Sen. Greiner moved to adopt the amendments.

    The motion passed unanimously with Sens. Bramble and Waddoups absent for the vote.
    Sen. explained the bill.

    Robin Riggs, Vice President and Legal Counsel, Salt Lake Chamber of Commerce, spoke in     support of the bill.

     MOTION: Sen. Dmitrich moved to pass 1st Sub. H.B. 351 out of Committee with a     favorable recommendation as amended.

    The motion passed unanimously with Sens. Bramble and Waddoups absent for the vote.

4.    S.B. 218 Amendments to Tourism, Recreation, Cultural, and Convention Facilities     Tax (W. Niederhauser)

    
Sen. Niederhauser explained the bill.

    
Brent Gardner, Association of Counties; Robert Farrington, Executive Director, Downtown     Alliance; Robin Riggs, Vice President and Legal Counsel, Salt Lake Chamber of Commerce;     Mont Evans, Consultant, Utah Restaurant Association; and Allison Rowland, Director of     Budget and Research, Voices for Utah Children, expressed concerns about the bill.

     MOTION: Sen. Bramble moved to pass S.B. 218 out of Committee with a favorable     recommendation.

     SUBSTITUTE MOTION: Sen. Waddoups moved to delete lines 1336 through 1359.

    The substitute motion failed with Sens. Goodfellow and Waddoups voting in favor of the     motion, and Sens. Niederhauser, Bramble, Dmitrich, Greiner, and Stephenson voting in     opposition.





    The motion to pass S.B. 218 out of Committee with a favorable recommendation passed with     Sen. Goodfellow voting in opposition.

    MOTION: Sen. Stephenson moved to adjourn.

    The motion passed unanimously.

    Chair Niederhauser adjourned the meeting at 5:06 p.m.
