             8      LONG TITLE
             9      General Description:
             10          This bill amends a provision related to membership criteria for the State Water
             11      Development Commission.
             12      Highlighted Provisions:
             13          This bill:
             14          .    allows more than two senators from the same political party to serve on the State
             15      Water Development Commission in certain circumstances.
             16      Monies Appropriated in this Bill:

             22          73-27-102, as enacted by Laws of Utah 2000, Chapter 124

             24      Be it enacted by the Legislature of the state of Utah:
             25          Section 1. Section 73-27-102 is amended to read:


             26           73-27-102. State Water Development Commission created.
             27          (1) The Joint Gubernatorial and Legislative State Water Development Commission is
             28      created to determine the state's role in the protection, conservation, and development of the
             29      state's water resources.
             30          (2) The commission membership shall include:
             31          (a) four members of the Senate, of whom:
             32          (i) no more than one shall represent the same river district; and
             33          (ii) no more than two shall be from the same party, except the president of the Senate
             34      may appoint S. [ more than two ] up to three .S senators from the same party if the appointment
             34a      is necessary to
             35      comply with Subsection (2)(a)(i);
             36          (b) six members of the House of Representatives, of whom no more than two shall
             37      represent the same river district and no more than four shall be from the same party;
             38          (c) a representative of the Office of the Governor;
             39          (d) a representative of the Green River District;
             40          (e) a representative of the Upper Colorado River District;
             41          (f) a representative of the Lower Colorado River District;
             42          (g) a representative of the Lower Sevier River District;
             43          (h) a representative of the Upper Sevier River District;
             44          (i) a representative of the Provo River District;
             45          (j) a representative of the Salt Lake District;
             46          (k) a representative of the Weber River District;
             47          (l) a representative of the Bear River District;
             48          (m) the executive director of the Department of Natural Resources;
             49          (n) the executive director of the Department of Environmental Quality;
             50          (o) the commissioner of agriculture and food;
             51          (p) a member of the Board of Water Resources;
             52          (q) a representative of an organized environmental group; and
             53          (r) a representative of agricultural production.
             54          (3) The president of the Senate and the speaker of the House shall appoint the
             55      commission members from the Senate and the House, respectively. The governor shall appoint
             56      the other commission members.


             57          (4) The president of the Senate and the speaker of the House shall designate one
             58      senator and one representative, respectively, as cochair.
             59          (5) Attendance of a majority of the members at a meeting constitutes a quorum for the
             60      transaction of the business of the commission.
