8 LONG TITLE
9 General Description:
10 This joint resolution of the Legislature enacts a provision for the development and
11 completion of an ethics training course for S. [ Legislators ] legislators and lobbyists .S .
12 Highlighted Provisions:
13 This resolution:
14 . requires the Office of Legislative Research and General Counsel to develop and
15 maintain an ethics training course for members of the Legislature S. and lobbyists .S ;
16 . requires that training materials and exercises be available on the Internet to
17 legislators S. , lobbyists, .S and to the public;
18 . provides that the course be designed to assist legislators S. and lobbyists .S in
18a understanding and
19 complying with current ethical and campaign finance requirements;
20 . requires that provisions be included to verify when a legislator S. or lobbyist .S has
20a successfully
21 completed training exercises; and
22 . requires that legislators S. and lobbyists .S complete the course annually or as
22a directed by the
23 Legislative Management Committee.

30 Be it resolved by the Legislature of the state of Utah:
31 Section 1. JR6-1-301 is enacted to read:
32 Part 3. Ethics Training
33 JR6-1-301. Ethics Training Course -- Internet Availability -- Content --
34 Participation Tracking.
35 (1) The Office of Legislative Research and General Counsel shall develop and
36 maintain an ethics training course for members of the Legislature S. and lobbyists .S .
37 (2) The ethics training course shall include training materials and exercises that are
38 available on the Internet to legislators S. , lobbyists, .S and to the public.
39 (3) The ethics training course shall be designed to assist legislators S. and lobbyists .S
39a in understanding
40 and complying with current ethical and campaign finance requirements under state law,
41 legislative rules, and federal law.
42 (4) The ethics training course shall include provisions for verifying when a legislator S. or
42a lobbyist .S
43 has successfully completed key training exercises.
44 (5) A legislator S. or lobbyist .S shall successfully complete the key training exercises
44a of the ethics
45 training course once each year or as directed by the Legislative Management Committee.
45a S. (6) A lobbyist who does not complete the training required by this rule is subject to an
45b ethics complaint under Senate or House rule. .S
