8 LONG TITLE
9 General Description:
10 This bill authorizes the Office of the Attorney General to administer and coordinate the
11 operation of a multi-agency strike force to combat violent and other major felony
12 crimes within the state associated with illegal immigration and human trafficking.
13 Highlighted Provisions:
14 This bill:
15 . authorizes the Office of the Attorney General to administer and coordinate the
16 operations of a multi-agency strike force to deal with major felony crimes
17 committed within the state related to illegal immigration and human trafficking;
18 . provides for voluntary participation in the strike force by officers of U.S.
19 Immigration and Customs Enforcement and state and local law enforcement
20 personnel to more effectively utilize their combined skills, expertise, and resources;
21 . provides that the strike force shall focus its efforts on detecting, investigating,
22 deterring, and eradicating violent and other major felony criminal activity within
23 the state related to illegal immigration and human trafficking;
24 . provides for a Fraudulent Documents Identification Unit; and
25 . requires an annual report.
26 Monies Appropriated in this Bill:
27 This bill appropriates:
28 . $891,000 from "Federal Funds - American Recovery and Reinvestment Act (HR 1,
29 111th United States Congress)" for fiscal years 2009 and 2010 only, to the
30 Commission on Criminal and Juvenile Justice.
31 Other Special Clauses:
32 This bill takes effect on July 1, 2009.

39 Be it enacted by the Legislature of the state of Utah:
40 Section 1. Section 67-5-22.7 is enacted to read:
41 67-5-22.7. Multi-agency strike force to combat violent and other major felony
42 crimes associated with illegal immigration and human trafficking -- Fraudulent
43 Documents Identification Unit.
44 (1) The Office of the Attorney General is authorized to administer and coordinate the
45 operation of a multi-agency strike force to combat violent and other major felony crimes
46 committed within the state that are associated with illegal immigration and human trafficking.
47 (2) The office shall invite officers of the U.S. Immigration and Customs Enforcement
48 and state and local law enforcement personnel to participate in this mutually supportive,
49 multi-agency strike force to more effectively utilize their combined skills, expertise, and
50 resources.
51 (3) The strike force shall focus its efforts on detecting, investigating, deterring, and
52 eradicating violent and other major felony criminal activity related to illegal immigration and
53 human trafficking.
54 (4) In conjunction with the strike force and subject to available funding, the Office of
55 the Attorney General shall establish a Fraudulent Documents Identification Unit:
56 (a) for the primary purpose of investigating, apprehending, and prosecuting
57 individuals or entities that participate in the sale or distribution of fraudulent documents used
58 for identification purposes; and
59 (b) to specialize in fraudulent identification documents created and prepared for
60 individuals who are unlawfully residing within the state.
61 (5) The strike force shall make an annual report on its activities to the governor and
62 the Legislature's Law Enforcement and Criminal Justice Interim Committee by December 1,
63 together with any proposed recommendations for modifications to this section.
64 Section 2. Repealer.
65 This bill repeals:
66 Section 67-5-22.5 (Effective 07/01/09), Fraudulent Documents Identification Unit.
67 Section 3. Appropriation.
68 There is appropriated from "Federal Funds - American Recovery and Reinvestment Act
69 (HR 1, 111th United States Congress)" for fiscal years 2009 and 2010 only, $891,000 to the
70 Commission on Criminal and Juvenile Justice to help fund the efforts of the multi-agency
71 strike force referred to in Section 67-55-22.7 .
72 Section 4. Effective date.
73 This bill takes effect on July 1, 2009.
