9 General Description:
10 This bill modifies the Utah Emergency Medical Services System Act by amending the
11 distribution of monies allocated for grants to improve the delivery of emergency
12 medical services.
13 Highlighted Provisions:
14 This bill:
15 . redistributes monies allocated for grants to improve the delivery of emergency
16 medical services from a statewide basis to rural areas of the state;
17 . repeals the funding allocation for high school emergency medical training
18 programs; and
19 . makes technical changes.

23 This bill takes effect on July 1, 2009.

28 Be it enacted by the Legislature of the state of Utah:
29 Section 1. Section 26-8a-207 is amended to read:
30 26-8a-207. Emergency medical services grant program.
31 (1) As used in this section:
32 (a) "Rural area" means an exclusive geographic service area as provided under Section
33 26-8a-402 that is a city, town, or other similar community with a population of 10,000 or less
34 based on the most recently published data of the United States Census Bureau.
35 (b) "Rural county area" means an exclusive geographic service area as provided under
36 Section 26-8a-402 that is a county of the fourth, fifth, or sixth class as provided under Section
37 17-50-501 .

39 in Section 51-9-403 . That amount shall be transferred to the department by the Division of
40 Finance from funds generated by the surcharge imposed under Title 51, Chapter 9, Part 4,
41 Criminal Conviction Surcharge Allocation.
42 (b) Funds transferred to the department under this section shall be used for
43 improvement of [
44 as described in Subsection [
45 enumerated in this section shall be made from those dedicated credits.
46 (c) All funding for the program created by this section shall be nonlapsing.

48 (2):
49 (i) to provide staff support; and
50 (ii) for other expenses incurred in:
51 (A) administration of grant funds; and
52 (B) other department administrative costs under this chapter.
53 (b) After funding staff support, administrative expenses, and trauma system
54 development, the department and the committee shall make emergency medical services grants
55 from the remaining funds received as dedicated credits under Subsection [
56 of a grant under this Subsection [
57 within [
58 (i) a rural area; or
59 (ii) a rural county area.

61 use specifically related to the provision of emergency medical services to nonprofit prehospital
62 emergency medical services providers that are either licensed or designated and to emergency
63 medical services that are the primary emergency medical services for a service area. The
64 department shall determine the grant amounts by prorating available funds on a per capita
65 basis by county as described in department rule.

68 rules established by the committee.
