             7      LONG TITLE
             8      General Description:
             9          This bill creates the State Agency Structure Task Force and specifies its membership
             10      and duties.
             11      Highlighted Provisions:
             12          This bill:
             13          .    creates the State Agency Structure Task Force to review the organization and
             14      management of state agencies and make recommendations to improve efficiency,
             15      effectiveness, and the state agencies' missions by identifying workable and
             16      cost-effective alternatives;
             17          .    establishes task force membership, duties, and salaries and designates staff for the
             18      task force; and
             19          .    requires that the task force present a final report to the Legislative Management
             20      Committee.
             21      Monies Appropriated in this Bill:
             22          None
             23      Other Special Clauses:
             24          This bill is repealed on December 31, 2009.

             26      Be it enacted by the Legislature of the state of Utah:
             27          Section 1. State Agency Structure Task Force -- Creation -- Membership --    


             28      Procedures -- Compensation -- Staff.
             29          (1) There is created the State Agency Structure Task Force consisting of the following
             30      14 members:
             31          (a) six members of the Senate appointed by the president of the Senate, no more than
             32      four of whom may be from the same political party; and
             33          (b) eight members of the House of Representatives appointed by the speaker of the
             34      House of Representatives, no more than six of whom may be from the same political party.
             35          (2) (a) The president of the Senate shall designate a member of the Senate appointed
             36      under Subsection (1)(a) as a cochair of the task force.
             37          (b) The speaker of the House of Representatives shall designate a member of the House
             38      of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             39          (3) In conducting its business, the task force shall comply with the rules of legislative
             40      interim committees.
             41          (4) Salaries and expenses of the members of the task force shall be paid in accordance
             42      with Section 36-2-2 and Legislative Joint Rules JR5-3-101 through JR5-3-103 .
             43          (5) The Office of Legislative Research and General Counsel shall provide staff support
             44      to the task force.
             45          (6) The Office of Legislative Fiscal Analyst shall provide staff for fiscal planning
             46      support to the task force.
             47          Section 2. Duties -- Interim report.
             48          (1) The task force shall review the organization and management of state agencies
             49      including recent audit reports, and make recommendations to improve efficiency, effectiveness,
             50      and the state agencies' missions by identifying workable and cost-effective alternatives for:
             51          (a) redefining duties;
             52          (b) reorganization;
             53          (c) relocations;
             54          (d) consolidations; and
             55          (e) other restructuring methods.
             56          (2) The task force may meet up to ten times.
             57          (3) The task force shall present a final report, including any proposed legislation to the
             58      Legislative Management Committee before December 31, 2009.


             59          Section 3. Repeal date.
             60          This bill is repealed on December 31, 2009.
