9 General Description:
10 This bill requires the Workforce Services and Community and Economic Development
11 Interim Committee to study economic development incentives for employers.
12 Highlighted Provisions:
13 This bill:
14 . requires the Workforce Services and Community and Economic Development
15 Interim Committee to study economic development incentives for employers in the
16 state or seeking to locate in the state; and
17 . prescribes the scope of the study.

20 Other Special Clauses:
21 This bill is repealed on November 30, 2009.

25 Be it enacted by the Legislature of the state of Utah:
26 Section 1. Study on economic development incentives for employers.
27 (1) During the 2009 interim, the Workforce Services and Community and Economic
28 Development Interim Committee shall study economic development incentives for employers:
29 (a) in the state; or
30 (b) seeking to locate in the state.
31 (2) The study required by Subsection (1) shall include:
32 (a) studying the implementation of state income tax credits or other incentives for an
33 employer contribution or expense to train employees, including an employer contribution
34 toward a training program offered through the Utah College of Applied Technology;
35 (b) studying current incentives offered to employers described in Subsection (1) for
36 creating jobs within the state, and determining whether additions or modifications to those
37 incentives are needed to foster economic development and job growth in the state; and
38 (c) evaluating the costs as compared to the benefits of existing or proposed state
39 income tax credits or incentives that the Workforce Services and Community and Economic
40 Development Interim Committee studies.
41 Section 2. Repeal date.
42 This bill is repealed on November 30, 2009.
