             8      LONG TITLE
             9      General Description:
             10          This bill creates the Local School Funding Legislative Task Force.
             11      Highlighted Provisions:
             12          This bill:
             13          .    creates the Local School Funding Legislative Task Force, including its membership,
             14      chairs, compensation of members, and staffing; and
             15          .    requires the task force to review, make recommendations, and present a final report
             16      on specified issues.
             17      Monies Appropriated in this Bill:
             18          This bill appropriates:
             19          .    $32,000 from the General Fund for fiscal year 2008-09 only.
             20      Other Special Clauses:
             21          This bill is repealed on November 30, 2009.

             25      Be it enacted by the Legislature of the state of Utah:
             26          Section 1. Local School Funding Legislative Task Force -- Membership -- Interim
             27      rules followed -- Compensation -- Staff -- Duties.


             28          (1) There is created the Local School Funding Legislative Task Force consisting of the
             29      following 11 members:
             30          (a) four members of the Senate appointed by the president of the Senate, no more than
             31      three of whom may be from the same political party; and
             32          (b) seven members of the House of Representatives appointed by the speaker of the
             33      House of Representatives, no more than five of whom may be from the same political party.
             34          (2) (a) The president of the Senate shall designate a member of the Senate appointed
             35      under Subsection (1)(a) as a cochair of the task force.
             36          (b) The speaker of the House of Representatives shall designate a member of the House
             37      of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             38          (3) In conducting its business, the task force shall comply with the rules of legislative
             39      interim committees.
             40          (4) Salaries and expenses of the members of the task force shall be paid in accordance
             41      with Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 3, Expense and Mileage
             42      Reimbursement for Authorized Legislative Meetings, Special Sessions, and Veto Override
             43      Sessions.
             44          (5) The Office of Legislative Research and General Counsel shall provide staff support
             45      to the task force.
             46          (6) The task force may hold up to eight meetings from April through November.
             47          (7) (a) The task force shall study and make recommendations on alternative ways to
             48      provide funding of local schools, including:
             49          (i) studying efficiencies in school funding;
             50          (ii) more local control of education resources; and
             51          (iii) the implementation of a local funding pilot project for a school district.
             52          (b) The task force shall submit a final report to the Public Education Appropriations
             53      Subcommittee and the Education Interim Committee before November 30, 2009.
             54          Section 2. Appropriation.
             55          There is appropriated $32,000 from the General Fund for fiscal year 2008-09 only, as
             56      follows:
             57          (1) $12,000 to the Senate to pay for compensation and expenses of senators on the task
             58      force and for additional interim committee meetings; and


             59          (2) $20,000 to the House of Representatives to pay for the compensation and expenses
             60      of representatives on the task force and for additional interim committee meetings.
             61          Section 3. Repeal date.
             62          This bill is repealed on November 30, 2009.
