             8      General Description:
             9          This bill creates the Hospital Emergency Room Task Force.
             10      Highlighted Provisions:
             11          This bill:
             12          .    creates the Hospital Emergency Room Task Force;
             13          .    designates the membership of the task force; and
             14          .    designates the duties of the task force.
             15      Monies Appropriated in this Bill:
             16          This bill appropriates from the General Fund for fiscal year 2009-10, only:
             17          .    $15,000 to the Senate; and
             18          .    $20,000 to the House of Representatives.
             19      Other Special Clauses:
             20          This bill is repealed on November 30, 2009.

             24      Be it enacted by the Legislature of the state of Utah:
             25          Section 1. Hospital Emergency Room Task Force -- Creation -- Membership --
             26      Interim rules followed -- Compensation -- Staff.
             27          (1) There is created the Hospital Emergency Room Task Force consisting of the


             28      following 12 members:
             29          (a) five members of the Senate appointed by the president of the Senate, no more than
             30      three of whom may be from the same political party; and
             31          (b) seven members of the House of Representatives appointed by the speaker of the
             32      House of Representatives, no more than five of whom may be from the same political party.
             33          (2) (a) The president of the Senate shall designate a member of the Senate appointed
             34      under Subsection (1)(a) as a cochair of the committee.
             35          (b) The speaker of the House of Representatives shall designate a member of the House
             36      of Representatives appointed under Subsection (1)(b) as a cochair of the committee.
             37          (3) In conducting its business, the committee shall comply with the rules of legislative
             38      interim committees.
             39          (4) Salaries and expenses of the members of the committee shall be paid in accordance
             40      with Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 3, Expense and Mileage
             41      Reimbursement for Authorized Legislative Meetings, Special Sessions, and Veto Override
             42      Sessions.
             43          (5) The Office of Legislative Research and General Counsel shall provide staff support
             44      to the committee.
             45          Section 2. Duties -- Interim report.
             46          (1) The committee shall review and make recommendations on the following issues:
             47          (a) how to determine the appropriate use of hospital emergency rooms;
             48          (b) how to create incentives to decrease inappropriate use of hospital emergency
             49      rooms;
             50          (c) ways to support the availability of appropriate staffing of emergency rooms,
             51      including availability of specialists for emergency care; and
             52          (d) alternatives for emergency room care and how to develop and fund those
             53      alternatives.
             54          (2) A final report, including any proposed legislation shall be presented to the Health
             55      and Human Services Interim Committee before November 30, 2009.
             56          Section 3. Appropriation.
             57          There is appropriated from the General Fund for fiscal year 2009-10 only:
             58          (1) $15,000 to the Senate to pay for the compensation and expenses of senators on the


             59      committee; and
             60          (2) $20,000 to the House of Representatives to pay for the compensation and expenses
             61      of representatives on the committee.
             62          Section 4. Repeal date.
             63          This bill is repealed on November 30, 2009.
