             9      General Description:
             10          This resolution of the Senate designates September 2009 as Hydrocephalus Awareness
             11      Month, and urges the Federal government to create a national registry for collecting
             12      comprehensive statistics and date regarding Hydrocephalus.
             13      Highlighted Provisions:
             14          This resolution:
             15          .    designates September 2009 as Hydrocephalus Awareness Month in the state of
             16      Utah; and
             17          .    urges the Federal government to create a national registry for collecting
             18      comprehensive statistics and data regarding Hydrocephalus and its impact on
             19      American families.
             20      Special Clauses:
             21          None
             22     
             23      Be it resolved by the Senate of the state of Utah:
             24          WHEREAS, hydrocephalus is a serious neurological condition characterized by the
             25      abnormal buildup of cerebrospinal fluids in the ventricles of the brain;


             26          WHEREAS, there is no known cure for hydrocephalus, which affects an estimated one
             27      million Americans;
             28          WHEREAS, one in every 2,700 infants are born with hydrocephalus;
             29          WHEREAS, more than 375,000 older Americans have hydrocephalus, which often
             30      remains undetected or incorrectly diagnosed as dementia, Alzheimer's disease, or Parkinson's
             31      disease;
             32          WHEREAS, with appropriate diagnosis and treatment, people with hydrocephalus have
             33      the opportunity to live full and productive lives;
             34          WHEREAS, the standard treatment for hydrocephalus was developed in 1952 and
             35      unfortunately carries multiple risks including shunt failure, infection, and over drainage;
             36          WHEREAS, each year American taxpayers spend more than $1 billion to treat
             37      hydrocephalus;
             38          WHEREAS, the Hydrocephalus Association is one of the nation's oldest and largest
             39      patient and research advocacy and support networks for individuals suffering from
             40      hydrocephalus; and
             41          WHEREAS, the Federal government should create a registry for collecting data and
             42      statistics on the impact of hydrocephalus:
             43          NOW, THEREFORE, BE IT RESOLVED that the Senate of the state of Utah
             44      designates September 2009 as Hydrocephalus Awareness Month in the state of Utah.
             45          BE IT FURTHER RESOLVED that the Legislature of the state of Utah urges the
             46      Federal government to create a national registry for collecting comprehensive statistics and
             47      data regarding hydrocephalus and its impact on American families.
             48          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the
             49      Hydrocephalus Association, the United States Department of Health and Human Services, the
             50      Utah Department of Health, and to the members of Utah's congressional delegation.
