Rep. Hughes called the meeting to order at 9:15 a.m.

MOTION: Rep. Black moved to accept the minutes of February 3, 2009. The motion passed unanimously with Rep. Sumsion being absent for the vote.

H.B. 264, Educator Evaluation Amendments

MOTION: Rep. Newbold moved to delete H.B. 264 and replace it with 1st Substitute H.B. 264. The motion passed unanimously with Rep. Sumsion absent for the vote.

Rep. Menlove introduced the bill assisted by Sydney Dickson, Director of Educator Quality and Licensing, State Office of Education.

Steve Peterson, Utah School Boards Association and Utah School Superintendents Association, spoke to the bill.

MOTION: Rep. Holdaway moved to amend 1st Substitute H.B. 264 as follows:

1.    Page 1, Lines 16 through 18 :    

             16          .    requires the principal or immediate supervisor of a provisional educator to assign a
             17      person who has received training
  or will receive training       in mentoring educators to mentor the provisional

             18      educator; and

2.    Page 6, Lines 162 through 164 :    

             162          (1) In accordance with Subsections 53A-1a-104 (7) and 53A-6-102 (2)(a) and (b), the
             163      principal or immediate supervisor of a provisional educator shall assign a person who has
             164      received training
  or will receive training       in mentoring educators as a mentor to the provisional educator.


The motion to amend passed unanimously with Rep. Ipson absent for the vote.

MOTION: Rep. Black moved to pass the bill out with a favorable recommendation. The motion passed unanimously with Rep. Ipson absent for the vote.

MOTION: Rep. Frank moved to adjourn at 9:37. The motion passed unanimously.
