Rep. Sumsion called the meeting to order at 8:07 a.m.
MOTION: Rep. Frank moved to approve the minutes of February 10, 2009. The motion passed unanimously with Rep. Edwards, Rep. Hughes, Rep. Powell, and Rep. Wheatley absent for the vote.
H.B. 150, State Board of Education Member Election Process Amendments
MOTION: Rep. Moss moved to adopt 1st Substitute H.B. 150. The motion passed unanimously with Rep. Edwards, Rep. Hughes, and Rep. Powell absent for the vote.
Rep. Moss explained the bill provides for a direct, nonpartisan election of members to the State Board of Education.

John Pingree, former member, State School Board, spoke to the bill.
MOTION: Rep. Holdaway moved to pass the bill out with a favorable recommendation.
SUBSTITUTE MOTION: Rep. Sumsion moved to adopt 2nd Substitute H.B. 150. The motion failed with Rep. Frank, Rep. Hughes, Rep. Ipson, and Rep. Sumsion voting in favor of the motion. Rep. Wimmer was absent for the vote.
A vote was taken on Rep. Holdaway's motion. The motion passed unanimously with Rep. Wimmer absent for the vote.
S.B. 100, Financial and Economic Literacy Education Amendments
Sen. Jones introduced the bill which requires a public school to provide certain financial and economic literacy information to the parents of kindergarten children.
Lynn Ward, Utah Educational Savings Plan, spoke in support of the bill.
MOTION: Rep. Black moved to pass the bill out with a favorable recommendation. The motion passed unanimously with Rep. Wimmer absent for the vote.
MOTION: Rep. Ipson moved to adjourn. The motion passed unanimously.
