Rep. Hughes called the meeting to order at 4:35 p.m.

MOTION: Rep. Black moved to approve the minutes of January 25, 2009. The motion passed unanimously with Rep. Edwards, Rep. Ipson, Rep. Newbold, Rep. Moss, and Rep. Wimmer absent for the vote.

H.B. 432    Higher Education Budget Authority Amendments (Rep. K. Holdaway)

Rep. Holdaway explained the bill gives higher education institutions flexibility in spending. Dr. William Sederburg, Commissioner of Higher Education, discussed the need for the bill.

MOTION: Rep. Black moved to pass the bill out with a favorable recommendation. The motion passed unanimously.

H.B. 381    Public Education Law Revisions - Association Leave (Rep. C. Herrod)

Rep. Herrod explained the bill prohibits association leave.

MOTION: Rep. Frank moved to pass the bill out with a favorable recommendation.

MOTION: Rep. Black moved to end the debate. The motion passed unanimously.

A vote was taken on Rep. Frank's motion. The motion failed with Rep. Frank, Rep. Hughes, Rep. Ipson, Rep. Newbold, Rep. Sumsion, and Rep. Wimmer voting in favor of the motion.

H.B. 186    School District Division Amendment (Rep. L. Black)

The bill was not considered.

S.B. 81    Concurrent Enrollment Program Amendments (Sen. M. Dayton)

Sen. Dayton introduced Dr. William Sederburg, Commissioner of Higher Education, who explained the bill.

Janice Voorhies spoke in favor of the bill.


Steve Peterson, Utah School Boards Association and Utah School Superintendents Association commented on the bill.

MOTION: Rep. Wimmer moved to pass the bill out with a favorable recommendation.

SUBSTITUTE MOTION: Rep. Holdaway moved to amend the bill as follows:

    1. Page 3, delete lines 57, 58, 59, 60 and 61.

The motion failed with Rep. Black, Rep. Edwards, Rep. Holdaway, Rep. Poulson, and Rep. Powell voting in favor of the motion. Rep. Ipson, Rep. Moss and Rep. Newbold were absent for the vote.

A vote was taken on Rep. Wimmer's motion. The motion passed unanimously with Rep. Black and Rep. Moss absent for the vote.

MOTION: Rep. Poulson moved to adjourn at 6:40 p.m. The motion passed unanimously.
