Chair Hughes called the meeting to order at 8:19 a.m.

MOTION: Rep. Powell moved to correct the minutes of February 27, 2009 to show that Rep. Powell voted in opposition to the substitute motion to amend S.B. 81.

SUBSTITUTE MOTION: Rep. Black moved that, in addition to the correction stated by Rep. Powell, Rep. Herrod's explanation of H.B. 381 be corrected to show that the bill prohibits paid association leave. The motion passed unanimously with Rep. Newbold absent for the vote.

MOTION: Rep. Black moved to approve the minutes of February 27, 2009 as corrected. The motion passed unanimously with Rep. Newbold absent for the vote.






S.C.R. 3    Concurrent Resolution Urging the Creation of a Utah Council on Financial Education (Sen. P. Jones)

Sen. Jones introduced the bill which expresses support for the work of the Utah Council on Financial and Economic Education. Preston Cochrane, AAA Fair Credit Foundation, and Jerilyn Stowe, United Way, participated in the presentation.

Steve Peterson, Utah School Boards Association and Utah School Superintendents Association, spoke in support of the resolution.

MOTION: Rep. Black moved to pass the resolution out with a favorable recommendation. The motion passed unanimously with Rep. Newbold absent for the vote.

H.B. 186    School District Division Amendment (Rep. L. Black)

Rep. Black introduced the bill which modifies procedures for establishing a new district following voter approval of the proposal and recommended that the bill be sent to interim study.

MOTION:    Rep. Edwards moved to place the bill on the master study list for interim study. The motion passed unanimously with Rep. Newbold absent for the vote.

MOTION: Rep. Frank moved to adjourn at 8:37 a.m. The motion passed unanimously.
