Rep. John Dougall called the meeting to order at 12:25 p.m.
MOTION: Rep. Chavez-Houck moved to approve the minutes of the February 13, 2009 and February 20, 2009 meetings. The motion passed unanimously with Rep. Garn absent for the vote.
1. H.J.R. 14 Joint Rules Resolution - Ethics Training Course Provisions (Rep. L. Fowlke)
Rep. Lorie Fowlke introduced the resolution and explained it to the committee. A handout was distributed to the committee.
MOTION: Rep. Last moved to pass the resolution out favorably. The motion passed unanimously with Rep. Garn absent for the vote.
2. S.B. 162 Use of Campaign Funds Amendments (Sen. J. Valentine)
Sen. John Valentine introduced the bill and explained it to the committee.
MOTION: Rep. Dee moved to pass the bill out favorably. The motion passed unanimously with Rep. Garn absent for the vote.
3. S.B. 156 Gifts and Meal Provisions for Public Officials (Sen. G. Bell)
Sen. Gregory Bell introduced the bill and explained it to the committee.
Mr. Chris Parker, Associate General Counsel, spoke to the bill. Ms. Susan Kuziak, Utah Education Association, spoke for the bill.
MOTION: Rep. King moved to pass the bill out favorably. The motion passed unanimously with Rep. Garn absent for the vote.
4. H.B. 213 Ban on Gifts to Legislators (Rep. C. Johnson)
Rep. Christine Johnson introduced the bill and explained it to the committee.
MOTION: Rep. Garn moved to pass the bill out favorably.
SUBSTITUTE
MOTION: Rep. King moved the following amendments and to pass the bill out favorably as amended:
1. Page 6, Lines 180 through 181 :
180 A lobbyist, principal, or government officer may not offer or give
