Rep. Grover called the meeting to order at 3:32 p.m.

MOTION:    Rep. Bird moved to approve the minutes of the February 2, 2009 meeting. The motion passed unanimously with Rep. Bigelow, Rep. Ferry, Rep. Hendrickson, and Rep. Mathis absent for the vote.


H.B. 118    Archives and Grama Revisions (Rep. D. Aagard)

Rep. Aagard explained the bill, assisted by Patricia Smith Mansfield, Division of State Archives.

MOTION:    Rep. Hansen moved to pass H.B. 118 with a favorable recommendation. The motion passed unanimously with Rep. Hendrickson and Rep. Mathis absent for the vote.


H.B. 272    Utah Scenic Byway Designation Amendments (Rep. C. Herrod)

This bill was not heard at the request of the sponsor.


S.B. 24    Early Voting Amendments (Sen. P. Knudson)

MOTION:    Rep. Aagard moved to amend the bill as follows:



1.    Page 1, Line 18 :    

             18      offered;

. requires that early voting polling places be proportionately distributed based on population within a county of the first class; and  


2.    Page 2, Lines 57 through 58 :    

             57          
{   [   } (3) For each regular general election and regular primary election, counties of the first

  the early voting polling places are approximately proportionately distributed based on population within the county.      


The motion to amend the bill passed unanimously with Rep. Hendrickson and Rep. Mathis absent for the vote.

Sen. Knudsen explained S.B. 24 as amended.

MOTION:    Rep. Ferry moved to pass S.B. 24 as amended with a favorable recommendation. The motion passed unanimously with Rep. Hendrickson and Rep. Mathis absent for the vote.


S.B. 25    Online Voter Registration (Sen. P. Knudson)

Sen. Knudson explained the bill, assisted by Michael Cragun, Lieutenant Governor's Office.

MOTION:    Rep. Frank moved to amend the bill as follows:

1.    Page 3, Lines 59 through 60a :    

             59      the lieutenant governor shall send the information to the county clerk for the county in which
             60      the applicant's
{   principle   }        principal       place of residence is found for further action S. as required by Section

             60a      20A-2-304 .S .

The motion to amend the bill passed unanimously.




MOTION:    Rep. Aagard moved to pass S.B. 25 as amended with a favorable recommendation. The motion passed unanimously with Rep. Hendrickson absent for the vote.


S.B. 26    Open and Public Meetings Act - Meeting Record (Sen. P. Knudson)

Sen. Knudson explained the bill.

MOTION:    Rep. Bigelow moved to pass S.B. 26 with a favorable recommendation. The motion passed unanimously.


MOTION:    Rep. Hansen moved to adjourn. The motion passed unanimously.

Rep. Grover adjourned the meeting at 4:14 p.m.
