Rep. Frank called the meeting to order at 8:35 a.m.

MOTION:    Rep. Grover moved to approve the minutes of the February 3, 2009 meeting. The motion passed unanimously with Rep. Aagard, Rep. Bigelow, and Rep. Wiley absent for the vote.


1st Sub. S.B. 18    Utah Transparency Advisory Board Amendments (Sen. W. Niederhauser)

Sen. Niederhauser explained the bill and provided a handout to committee members.

Spoke in favor of the bill:    Lincoln Shurtz, Utah League of Cities and Towns

MOTION:    Rep. Bigelow moved to amend the bill as follows:

             200          (c)
  (i)       Local government members who do not receive salary, per diem, or expenses from



             201      the entity that they represent for their service may receive per diem and expenses incurred in
             202      the performance of their official duties at the rates established by the Division of Finance under
             203      Sections 63A-3-106 and 63A-3-107 .
 

    (ii) Local government officer and employee members may decline to receive per diem and expenses for their service.  


The motion to amend the bill passed unanimously.

MOTION:    Rep. Bigelow moved to pass S.B. 18 as amended with a favorable recommendation. The motion passed unanimously.


H.B. 279    Uniform Prudent Management of Institutional Funds Act (Rep. B. Last)

Rep. Last explained the bill to the committee.

MOTION:    Rep. Bigelow moved to pass H.B. 279 with a favorable recommendation. The motion passed unanimously.

MOTION:    Rep. Ferry moved to place H.B. 279 on the Consent Calendar. The motion passed unanimously.


1st Sub. S.B. 27    Election Law Changes (Sen. P. Knudson)

Sen. Knudson explained the bill, assisted by Michael Cragun, Deputy Chief of Staff, Lieutenant Governor's Office.

MOTION:    Rep. Ferry moved to pass 1st Substitute S.B. 27 with a favorable recommendation. The motion passed unanimously.


S.B. 88    Administrative Rulemaking Act Amendments (Sen. H. Stephenson)

Rep. Ferry explained the bill to the committee.

MOTION:    Rep. Bigelow moved to pass S.B. 88 with a favorable recommendation. The motion passed unanimously.


MOTION:    Rep. Wiley moved to place S.B. 88 on the Consent Calendar. The motion passed unanimously.


MOTION:    Rep. Hansen moved to adjourn. The motion passed unanimously.
